About this file

This document is a Single Source Justification (Simplified Acquisition) for a five-year service contract for Arcturus Software support services. The 76th Missile Support Group (MXSG) is seeking an annual contract with one base year and four option years from Autocrib, Inc. for 135 new direct end-user software connections. The support services include corrective maintenance, root-cause analysis, AutoCrib Support Portal access, application monitoring, 24/7 emergency assistance, remote control access, software upgrades, case reporting, and application usage assistance.

The justification highlights that Autocrib is the original equipment manufacturer (OEM) and the sole provider of this proprietary software, with no third-party service providers allowed. Market research was conducted using SAM databases and NAICS code 541511, including a GSA RFQ to 328 vendors, but no alternative sources were identified. The contract was awarded to Autocrib, Inc. on March 11, 2025, for $179,820.00 under solicitation number FA812625P0022 by the Department of the Air Force Materiel Command Air Force Sustainment Center. The government plans to continue monitoring the market to potentially introduce competition in future acquisitions.

The Arcturus software support must be provided by Autocrib, as this is proprietary software for the Autocrib company. OBCA reached out to Autocrib Inc. (C. Rowland) for distributors. Market research was performed reviewing System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (541511) looking for companies that could provide an annual five (5) year service contract for one (1) base year with four (4) option years for Arcturus Software with Support Services. A review of small businesses to include General Services Administration (GSA), RFQ - 1737995 to 328 vendors, with no capability statements or quotes provided. OBCA reached out to Autocrib Inc. (C.
