MEMORANDUM FOR AFSC/ PZIMC
FROM: OC-ALC/OBCA
SUBJECT: Sole Source Justification for:
Serv C24-006 Honeywell Technical Services Contract
1. 76 CMXG requires contractor support for the Technical Engineering Servicing of the
Honeywell Test Equipment Systems supporting B-1, B-52, E-3, F-15, F-16, and KC-135 aircrafts. This is due to all accessible peripheral devices’ need to be functionally tested in accordance with the Original Equipment Manufacturer’s (OEM) recommended procedures.
2. The existing infrastructure was manufactured by Honeywell International and retains all software data rights. A contractor that performs services and analysis on the items referenced in Appendix A must have training, access to all software license, and accessibility of technical data issued by the manufacturer. During the market research phase of this requirement, it was determined that Honeywell is the only known company that is capable of providing technical services for this equipment and has access to all necessary data and tooling to satisfy this requirement.
Market research was performed reviewing System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (541330) researching companies that could provide Technical Engineering Services. The vendor search revealed that the OEM was the only source that confirmed they could service 76 CMXG’s equipment. The attached “Sole Source OEM Survey” was emailed to the Honeywell International Program Manager addressing the availability if data rights, authorized dealers, and technicians; as well as the possibility of selling these data rights to the government or industry. Those responses are recorded on page three of this memorandum.
Two additional companies were contacted to determine if they had the capabilities to support this requirement. Both entities stated that they do have access to the necessary data to provide support. Their responses are attached to this memorandum following Honeywell International’s response.
The Government will continue to monitor the market and conduct market research to find vendors that are equivalent to and are compatible with existing equipment. The vendors referenced on the next page are vendors that provide similar services and may at some point be able to enter the market with supportability capabilities to the existing system.

United Dynamics, Incorporated 41001 Wolverine Road Shawnee, Oklahoma 74804 (405)275-8041 Ext: 230
United Dynamics, Incorporated performs engineering services, technology insertion, design, and re-engineering services. This company declined to work on this equipment because they possess no software proprietary/date rights to any equipment manufactured by Honeywell.
3. It has been determined that Honeywell International is the only approved service source that can provide in-depth analysis that the systems are operating in accordance with the Original Equipment Manufacturers specifications. 76 CMXG requests this contract be sole source awarded to:

Ms Williams
United Dynamics does not have access to Honeywell data and is not an authorized dealer or service provider for Honeywell currently. That would be something we would definitely be interested in if you can help with that

If there is something we can help you with please let us know. If you have aby questions please do not hesistate to ask

Ms. Williams, I’m sorry for the delay.
Applied Ground Support Technical Services is NOT a authorized dealer or service provider for Honeywell Equipment.
While we have provided expert technical assistance for Honeywell test equipment at Tinker AFB under our current contract and previous contracts, we have not been directly certified by Honeywell.
