About this file
This is a Sole Source Justification document from the Oklahoma City Air Logistics Complex at Tinker Air Force Base requesting approval for a one-time repair service contract for Quackenbush Model 230 drills. The justification explains that these drills are essential for maintenance tasks 1B107 and 1B160 on 6 SRL aircraft and 9 PDM aircraft, with a requirement for at least 8 working drills to accomplish concurrent maintenance work.
Production Tool & Technology, Inc. (CAGE: 07NR0) is identified as the sole source vendor capable of performing the repairs, as the original manufacturer is defunct and replacement parts are no longer produced. The company uniquely has access to remaining parts, tooling, and technical knowledge required for repairs. Market research was conducted through SAM databases using NAICS Code 811310, including review of 8(a), HUBZone, SDVOSB, and WOSB businesses, as well as a GSA RFQ #1723685 to twelve vendors, confirming Production Tool & Technology as the only capable source. The document is dated October 4, 2024, and the subsequent contract was awarded on December 9, 2024, for $26,338.80 under contract number FA812525P0021.

DEPARTMENT OF THE AIR FORCE
OKLAHOMA CITY AIR LOGISTICS COMPLEX
(AFMC) TINKER AIR FORCE BASE
OKLAHOMA
October 4, 2024
TO: AFSC/PZIM
FROM: OC-ALC/OBCA for 76 AMXG
SUBJECT: Sole Source Justification for Serv A24-047E Quackenbush 230 Repair
1. 76th AMXG request a one-time repair service contract on the Quackenbush 230.
The Quackenbush Model 230 drills are necessary for the completion of tasks 1B107 and 1B160 on 6 SRL aircraft and 9 PDM aircraft respectively. Quackenbush Model 230 drills are scheduled to be used by 76th Aircraft Maintenance Group (AMXG), located at Tinker AFB, OK, to perform maintenance tasks 1B107 and 1B160 on 6 SRL aircraft and 9 PDM aircraft respectively.
Concurrent work is anticipated, driving a need for at least 8 working drills in order to accomplish maintenance tasks on schedule. It is best practice to keep extra serviceable drills on-hand to account for drill failure during heavy-use tasks.
2. The original manufacturer of Quackenbush Model 230 Drills is defunct. As a result, replacement parts for Quackenbush drills are no longer supported or produced. Production Tool & Technology is the sole tool repair company with access to the remaining parts, tooling, and technical knowledge to perform repairs to Quackenbush Model 230 Drills.
3. Therefore, the proposed sole source vendor is the only vendor that can satisfy the
Government’s requirement.
Production Tool & Technology, Inc.
Address: 168 Patton Place * Blairsville, GA 30512 Phone number: Brian Jones 478.781.8415 CAGE code: 07NR0 Type Business: Small Business
4. Market research was performed reviewing System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (811310) looking for companies that could provide a one-time repair service for 76th AMXG Quackenbush 230. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, General Services Administration (GSA) RFQ #1723685 to twelve (12) vendors and Women Owned Small Business was conducted in search of a company that could provide a one-time repair service for 76th AMXG Quackenbush 230. In review there is one (1) source that can provide this service for this acquisition.
5. The Government will continue to monitor the market and conduct market research surveys to determine potential future sources to try and avoid future single source acquisitions
6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
