About this file
This is a Small Business Subcontracting Plan template completed by the University of Minnesota for a SERDP-ESTCP federal contract opportunity. The plan outlines the contractor's commitment to subcontracting with small business concerns, including women-owned small businesses (WOSB), service-disabled veteran-owned small businesses (SDVOSB), HUBZone small businesses, and other socioeconomic categories. The University of Minnesota has identified 20 subcontractors for lab supplies totaling approximately $40,700, with small businesses accounting for $10,100 of that amount. The subcontractors include both certified small businesses such as Innovative Office Solutions, Neta Scientific, and JL Optical, as well as other-than-small businesses such as Thermo Fisher, Agilent Technologies, and University of Minnesota itself.
The plan designates Bridget Al-Qublan, Grant & Contract Accountant, as the Program Administrator responsible for monitoring purchases, maintaining records, and submitting required reports including Individual Subcontract Reports and Summary Subcontract Reports via the Electronic Subcontracting Reporting System. The University of Minnesota commits to semi-annual reporting for periods ending March 31 and September 30, with reports due 30 days after each reporting period. The contractor identified potential small business vendors through the University of Minnesota's U-Wide program accounts, the Dynamic Small Business Search database, veteran-owned small business registries, and SBA HUBZone mapping resources. The plan includes assurances regarding fair competition opportunities, timely payment to small business subcontractors, and maintenance of comprehensive records documenting source lists, solicitation efforts, and outreach to small business concerns and business development organizations.

4. DESCRIPTION OF THE METHOD USED TO DEVELOP SUBCONTRACTING GOALS FOR SB AND SB CONCERNS FAR 52.219-9(d)(4): Comment by Richard, Danielle K CIV USARMY CEHQ (USA): Please provide a brief description
5. POTENTIAL SOURCES FOR SOLICITATION FAR 52.219-9(d)(5):
The method used to identify potential sources for solicitation is as follows:
To determine potential small business vendors to meet these needs, all current small and targeted business vendors with accounts with the University of Minnesota U-Wide program were identified. In addition, keywords from the proposal, as well as keywords from the laboratory’s list of prior purchases were cross-listed with the dynamic Small Business Administration database (DSBS – Dynamic Small Business Search; https://web.sba.gov/pro-net/search/dsp_dsbs.cfm) as well as Veteran owned small business search; https://veterans.certify.sba.gov/#search, and SBA HUBZone Map. A list of potential vendors was identified (including SB, SDB, WOSB, VOSB, SDVOSB, HUBZone, and Minority Owned businesses). In addition, the key online marketplace for commonly purchased goods at the University of Minnesota, “U Market”, identifies Small and Targeted businesses (https://umarket.umn.edu/targeted-suppliers), including Innovative Office and Neta Scientific. This is a part of the University of Minnesota’s larger effort to establish and implement use of targeted business, community economic development and small business programs for the university. From here, each vendor and their products/services were examined in detail to determine if they would meet the needs of the proposed work, reducing the list to the list of small businesses provided above.
