The Southeast Regional Architecture Engineering 2 (SERAE 2) Indefinite Delivery Indefinite Quantity (IDIQ) contract is to design and other professional services necessary to rehabilitate, modernize, and/or develop new systems for facilities and ground support systems (GSS) across all of the following locations; Kennedy Space Center (KSC), Florida; Johnson Space Center (JSC) Texas, Marshall Space Flight Center (MSFC) Alabama, Stennis Space Center (SSC) Mississippi; Vandenberg Air Force Base (VAFB), California, and other NASA assets; and launch or landing sites worldwide. The North American Industry Classification System (NAICS) code for this effort is 541330, Engineering Services, and the small business size standard is $25.5 million. The Classification Code is C – Architect and Engineering Services.

These contracts will involve essential and substantial efforts in systems for facilities and ground support systems. The professional services required will include, but not be limited to, conducting field investigations and surveys, preparing engineering reports with recommended actions, preparing trade studies, environmental permitting support, preparing detailed and comprehensive final designs suitable for competitive bidding, and providing construction site inspection and engineering support during construction. All design packages prepared by the Architect and Engineering (A&E) firm(s) shall utilize computer aided design and analysis/modeling, SpecsIntact (SI) specifications, and include detailed construction schedules and cost estimates.

The A&E firm’s approved designs will typically be utilized for the advertising and award of fixed price construction contracts; however alternative procurement techniques may be utilized. The A&E firm may be required to create Design-Build and /or performance work statements / packages. The

A&E firm may be required to review commercial partner plans and specifications for compliance with applicable codes.

The A&E firm(s) will also be required to perform alternative studies including cost-benefit analysis and life cycle costing; trade study and report compilation;

facility condition assessments, parametric cost estimating; detailed take-off cost estimating and subsequent analysis of estimating performance against bids received. The A&E firm(s), including potential contractor teaming arrangements, will be required to have the capacity to provide all personnel the ability to perform all the work tasks identified in this synopsis and the capacity to work multiple projects at the same time.

The A&E firm's staffing for this contract must include, as a minimum, registered professional engineers, architects and specialists who have demonstrated specialized experience in civil, structural, electrical, and mechanical engineering. Specialists must also be available to perform any ancillary design work related to the projects to include, but not limited to;

design of clean rooms, cryogenics (liquid oxygen and liquid hydrogen), high pressure gas systems, and cathodic protection systems, pressure vessels and propellants. The A&E firm’s staffing must also include registered professionals and specialists who have demonstrated experience in multi-discipline facility design including architecture, life safety, and sustainable Green design. For state-regulated permits, the A&E shall have staff with professional engineering licenses in the States of Florida, Mississippi, Texas and Alabama, and California as applicable to the project location.
