About this file

This document is a Request for Genetic Sequencing Services from the United States Fish and Wildlife Service's La Crosse Fish Health Center. The agency seeks a blanket purchase agreement (BPA) for DNA sequencing services to support its regional fish health monitoring efforts, covering National, Tribal, and State fish hatcheries in Region 3. The BPA will run for 5 years from September 1, 2025 to August 31, 2030, with purchase requests made on an as-needed basis for identifying aquatic pathogens that cannot be readily classified using current laboratory technology.

Specific service requirements include PCR (Polymerase Chain Reaction) sequencing with cleanup, priced per 10 samples, with two service tiers: standard and premium. Payment terms vary by order size, with task orders under $2,500 paid via Government Purchase Card and orders above $2,500 invoiced through IPP.gov. Vendor selection will be based on the lowest price at the time of order, and the selected vendor must provide order confirmation and sequence results upon service completion. The point of contact is Rebekah McCann at the La Crosse Fish Health Center in Onalaska, Wisconsin.

Subject: Genetic sequencing service for the La Crosse Fish Health Center

The La Crosse Fish Health Center (LFHC) has a requirement for a blanket purchase agreement (BPA) to purchase genetic sequencing services on an ‘as needed’ basis between September 1, 2025, and August 31, 2030. The LFHC is one of six federal fish health laboratories across the nation that is tasked with working regionally (Region 3) with National, Tribal, and State fish hatcheries, as well as monitoring wild fish, to ensure the health of these aquatic populations.

Aquatic animals and tissues are processed in the laboratory and are screened for certifiable aquatic pathogens including viruses, bacterial pathogens, and parasites. Occasionally, pathogens are isolated that are not readily identifiable using the lab’s current available technology. These isolates require identification by means of DNA sequencing, a service provided by an outside reference laboratory.

Specifications are as follows:

o PCR (Polymerase Chain Reaction) sequencing with cleanup (price for 10 samples) o Premium PCR sequencing with cleanup (price for 10 samples) o Purchase requests for sequencing service will be made on an as needed basis and results (data) will be sent to staff at the La Crosse Fish Health Center, 555 Lester Ave, Onalaska, WI 54650. Office hours 7:30 am to 4:00 pm Monday-Friday. Closed Federal Holidays.

o BPA will be for 5 years (09/01/2025 – 08/31/2030).

o Vendor offering the lowest price at the time of order will be selected.

o Task Orders under $2,500 will be paid by Government Purchase Card (GPC).

o Task Orders above the micro purchase threshold of $2,500 will be invoiced and paid through IPP.gov.

o Vendor will provide order confirmation and sequence results upon completion of service.
