Performance Work Statement

SERVICE AND PUMP SEWAGE-HOLDING

AND

SEPTIC TANKS

EIELSON AFB, AK

July 2023

1. DESCRIPTION OF SERVICES.

1.1. GENERAL INFORMATION. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to pump sewage-holding and septic tanks at Eielson Air Force Base, Alaska. The contractor shall perform all work according to the appropriate service standards concerning sewage-holding and septic tank pumping. Appendix A presents a list of the sewage-holding and septic tanks, and the required pumping frequencies. The government reserves the right to add and delete buildings on Appendix A as necessary.

1.2. PUMPING SCHEDULE. The contractor shall establish and follow a schedule that meets the pumping frequencies identified in Appendix A. The schedule will be provided to 354 CES/CEOS within 5 days of the beginning of the performance period. The contractor will notify Contracting Officer Representatives (COR) personnel at least 24 hours in advance at (907) 377- 2595, if the schedule is expected to change.

1.3. EMERGENCY SERVICE CALLS. The contractor shall provide emergency call-out services for the sewage-holding and septic tanks identified in Appendix A at a frequency estimated between five (5) and ten (10) emergency call-outs per year. Contractor shall respond to emergency call outs within 3-hours of receiving a call between 0000-2400, Monday through Sunday, including federal holidays and government-designated down days.

1.4. WASTE DISPOSAL. The contractor shall dispose of all pumped wastewater and solids in accordance with all local, state and federal regulations. The contractor shall dispose of all wastewater and solids removed from Eielson AFB sewage-holding tanks or septic tanks at the primary dumpsite, the RV Dump Lift Station, located at building 3214 on Division Street (on the corner of Division and Flightline of Eielson Air Force Base, AK. Contractor shall obtain permission from the COR prior to using the alternate dumpsite located at building 2212 on Flightline Ave. The contractor shall dispose of only wastewater and solids pumped from Eielson AFB sewage-holding tanks or septic tanks at the designated dump location on Eielson AFB.

1.5. SPILL CONTROL AND CLEAN-UP. The contractor will first call 911 to report any spill. The contractor shall clean-up any and all wastewater, seepage, or solids spilled or released during performance of this statement of work. The contractor shall use a clean-up method accepted by the Alaska Department of Environmental Conservation as adequate for these types of spills or releases.

2. GENERAL INFORMATION.

2.1. GOVERNMENT REMEDIES. The contracting officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions-Commercial Items (May 1997), for contractor’s failure to correct non-conforming services.

2.2. HOURS OF OPERATION. The contractor may perform their scheduled service during normal business hours (0730 - 1730) Monday through Friday. The contractor shall provide emergency service call outs on an as-needed basis, regardless of the day or time. Contractor shall provide a 24/7 Emergency call number for call-outs outside of normal operating hours.

3.0. SECURITY REQUIREMENTS.

3.1. The contractor shall obtain base identification and vehicle passes for all contractor personnel who perform work on Eielson AFB under this contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished identification badges while visiting or performing work on Eielson AFB. The contractor shall ensure each employee obtains pass and identification items as applicable for contractor personnel and contractor-owned vehicles. The Security Forces Pass and Identification office located at 2677 Wabash Ave (bldg 3125) issues these forms.

3.2. During the performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. The list will include employee names, social security numbers, drive licenses and sponsoring organization.

This list shall be validated by the contract manager and provided to the contracting officer and servicing security forces organization at the contract start date. An updated listing shall be provided upon change of employees.

4.0. MAPS & SITE PLANS: The government will provide the contractor with a base map and Sewage tank holding capacity, tank location, and pumping frequency after contract award.
