About this file

This is a Request for Information (RFI) from the Air Force Nuclear Weapons Center seeking industry feedback on design and construction capabilities for the Sentinel Systems Infrastructure Launch Facilities project across F.E. Warren AFB (WY), Malmstrom AFB (MT), and Minot AFB (ND). The RFI requests information across seven key areas: specialized facility construction experience, nuclear safety/security requirements, design/construction constraints, management of geographically separated projects, special requirements (including HEMP compliance and delay/denial systems), new technology applications, and acquisition strategy feedback.

The project involves constructing 450 launch facilities across 40,000 square miles between 2028-2040, with an estimated total value between $5-10 billion per location. Each facility will include subsurface hardened silos (20ft diameter, 110ft depth) and 1,000-2,000 sq ft support facilities. The NAICS code is 237990 with a $45M size standard. Responses are limited to 10 pages and must be submitted by 2:00 PM MDT, March 17, 2025. The government is particularly interested in contractors' experience with underground construction, modular construction processes, vertical shaft boring, and managing multiple geographically separated sites simultaneously.

REQUEST FOR INFORMATION

Responses this request for information must be limited to ten (10) 8.5 x 11-inch pages with a minimum font size of point 10.

The following types of feedback information is requested:

A. Design and Construction of Specialized Facility Types or Weapon System Infrastructure Integration

Request industry feedback on prior projects where design and/or construction of Department of Defense (DoD) infrastructure or structures included:

· Weapon System facility components and/or associated support equipment.

· Underground Hardened Structures

· Industrial Structures

· Integrating Weapon System components or support equipment requirements, from other providers/contractors, into the design and construction of DoD infrastructure or structures.

· Describe any complex systems integration

· Facilities that require compliance with ICD 705 guidelines

B. Design and Construction of Facilities with Nuclear Safety/Surety/Security requirements

Request industry feedback on any experience where design and/or construction of DoD infrastructure or structures included:

· Facilities supporting nuclear systems

· Facilities requiring compliance with Safety Criteria for Nuclear Systems

· Facilities requiring compliance with DoD Security Criteria

C. Identification and Mitigation of Design and Construction Constraints and Risks

Request industry feedback on potential technical risks and related mitigation actions associated with the design and/or construction of infrastructure or structures that contain DoD Weapon System components and/or support equipment, specifically related to:

· Challenges/constraints regarding interfaces between Weapon System components/equipment and infrastructure designs, and how to address such challenges.

· Possible actions to help mitigate potential risks / site issues D. Large Complex Projects and Geographically Separated locations

Request industry feedback on experience related to the design and/or construction of DoD infrastructure or structures involving:

· Operations at up to 50 individual disparate, 1–5-acre sites, simultaneously, at up to three geographically separated locations.

· Central Logistics / Staging Hubs for Equipment / Materials Procurement Chain for Remote Work locations.

· Development of optimum workloads (1-3 locations at once), anticipated impacts to schedule, manpower and project risk mitigation.

· Construction in Cold/Winter and Extreme Weather Conditions.

E. Special Requirements

Request industry feedback on experience of design and/or construction of DoD infrastructure or structures involving:

· HEMP Requirements: HEMP requirements are found in the MIL-STD-188-125-1.

· Power / Endurance requirements: For immediate power loss.

· Diesel Electric Unit, Battery Racks, Converters, Power Distribution Rack.

· Innovative solutions are encouraged and welcomed.

· Delay / Denial Systems: Elements for physical security.

· Designed to integrate with and support the overall security system, deterrence, detection, delay, denial.

· Built into the physical structure.

· Innovative solutions are encouraged and welcomed.

· Construction involving vertical shaft boring with modular construction techniques

· Construction or Renovation of facilities in DoD Restricted Areas

· Construction or Renovation of facilities which required Secret, Top Secret and SAP

F. New Technology for design and construction processes or techniques

Request industry feedback on new technologies, processes and techniques related to design and/or construction.

· Specific areas of interest include projects of similar complexity to the Sentinel Systems Infrastructure Launch Facilities efforts such as:

· Underground construction

· Modular construction processes

· Vertical shaft boring

· Design-Bid-Build (DBB) vs. Design-Build (DB)

· Schedule innovations

· Integration with existing contracts that have equipment/ system/component requirements.

G. Acquisition Feedback for Design and Construction of Nuclear Weapons Facility

Request industry feedback on the following acquisition-related strategies that may benefit this project.

· Current NAICS and PSC code identified for this effort

· Firm Fixed Price or Fixed Price Incentive contracts on construction projects

· Whether a single contract or multiple contract awards would be more beneficial for geographically separated projects.

· Other acquisition strategies for nuclear facility construction

· Any foreseen Bonding limitations for projects of this magnitude or projects with geographically separate sites in multiple states
