About this file
This is a Sensitive Security Information Acknowledgement Form issued by the City of Phoenix Aviation Department in conjunction with a silica dioxide procurement contract (IFB-26-0161) for the City of Phoenix Water Services Department. The City is soliciting sealed bids for Grade #80 silica dioxide sand to be used in water treatment processes under a five-year contract commencing on or about April 1, 2026. The solicitation requires silica dioxide meeting strict specifications: 95% or greater silica content, 114 micron effective size, and coefficient of uniformity less than 1.7, with compliance to National Sanitation Foundation (NSF) and American Water Works Association (AWWA) standards. The estimated annual procurement volume is 1,000,000 pounds on an as-needed basis. A non-mandatory pre-offer conference is scheduled for January 16, 2026, at 2:00 p.m. via Webex. Written inquiries must be submitted by January 23, 2026, at 2:00 p.m. Sealed offers are due February 3, 2026, at 2:00 p.m. through the City's Procurement Portal, with award going to the lowest responsive and responsible offeror. The contract will terminate upon reaching the end of the five-year term or through specific contractual provisions.
Pre-award qualifications require a minimum of five years of business operation, NSF compliance certification, product sample submission, and certified quality analysis from an EPA-certified laboratory. Pricing must be quoted on a per-pound basis for 100% dry weight equivalent, with annual price increases permitted upon 60 days' written notice and supporting documentation subject to the Chief Procurement Officer's approval. Contractors must carry comprehensive insurance including $2,000,000 in Commercial General Liability, $1,000,000 in Automobile Liability, and appropriate Workers' Compensation coverage. The solicitation incorporates disadvantaged business enterprise requirements under 49 C.F.R. Parts 26 and 23. Delivery requirements mandate local inventory maintenance, Safety Data Sheets and certificates of analysis with each delivery, and compliance with Department of Transportation and EPA hazardous materials regulations. The acknowledgement form confirms that bidders with access to sensitive security information must comply with 49 C.F.R. Parts 15 and 1520 restrictions and destroy documents upon contract completion or the contract end date, whichever is earlier.
