FY20 Annual Send Explorer Warehouse and Technical Support, or an equal to solution

PART 1 – GENERAL INFORMATION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in

FAR 12.6 and 13.501(a), as supplemented with additional information in this notice. Quotes are being requested and this announcement constitutes the only solicitation. The Government contemplates issuing a firm fixed-price purchase order resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04 dated January 15, 2020.

PART 3 – DESCRIPTION OF REQUIREMENT

1. General

1.1 Background

The Center for Drug Evaluation and Research (CDER) of the U.S. Food And Drug Administration (FDA) requires software to support the nonclinical review of CDISC- SEND submissions. The Office of Computational Sciences (OCS) has purchased and deployed SEND Explorer Plus for this purpose as a pilot program. Now the decision is made to expand the pilot program to be able to fully support CDER’s Office of New Drugs (OND) with regulatory review.

In order to accomplish the new objectives, OCS needs to upgrade the current SEND Explorer Plus software to SEND Explorer Warehouse, or an equal to solution package with additional functions and customization as described below.

1.2 Scope

The contract shall provide OCS with a Send Explorer Warehouse license, or equal to software solution with technical support.

2 Description of Work

2.1 The Send Explorer Warehouse, or equal to software solution, shall have the following salient characteristics:

• A robust data grid that merges subject and group metadata with associated results

• Advanced data management and query features such as column hiding/showing, sorting, and filtering

• Ability to export all or filtered data to Excel

• Pivoting of data by time-point, test code, and/or subject

• Group summary and incidence calculations based on a user-specified group definition

• Scientifically-relevant data visualizations including scatterplots of subject data, group mean bar charts, and Severity Heatmaps™

• Reference range highlighting and calculated % change from control group mean

• Hyperlink to comments and supplemental qualifiers

• Hyperlink to multi-domain subject view with tabular and graphical displays of data

• Multi-study Correlations Matrix visualization with tissue-finding indicators and drill-down to subject data

• Multi-study Timecourse Grid visualization permitting comparison of endpoint across studies and over time

• Straight-forward load interface and study dashboard

• Fully-compliant SEND-based data model

• Multi-study/multi-domain data query grid

• Hyperlinked related records

• Ability to integrate data by easily registering new source systems and connectors regardless of how the data was collected

• Ability to view and interact with data visualizations before data is converted into SEND, allowing for quick response to questions during or after a study from internal departmental teams or regulators

• Administrative tool to allow term reconciliation, to view/modify mapped terms, to specify unit transformations, and to identify number of decimal places for display

• Ability to load, reload, or delete individual domains or an entire study

• Ability to review load history and load history details to help identify and correct data errors

• Ability to load data on-demand or according to a specified schedule

• All software new version release during the contract performance period.

• All software bug fix patches during the contract performance period.

• All usual manual updates due to the software upgrade during the contract performance period.

• All Deployment and installation documents due to the software upgrade during the contract performance period.

2.2 The technical support shall provide the following:

• Answering questions regarding SEND Explorer Warehouse, or equal to solution, from FDA Users

• Help OCS and FDA OIMT Deployment team to modify vendor’s technical documents for software upgrade, installation and system configuration in FDA’s develope, test, pre-production and production environments

• Provide real time consulting for FDA deployment team when FDA asks for help and technical insight of software upgrade

• Provide online training classes for users and administrators

3. Deliverables

3.1 Performance Period

The period of performance is 08/01/2020-07/31/2021.

3.2 Contract Type

This will be a firm-fixed price contract type.

PART 4 - PACKAGING, MARKING and SHIPPING

All deliverables required under this contract shall be packaged, marked and shipped in accordance with

Government specifications. At a minimum, all deliverables shall be marked with the contract number and contractor name. The contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. All delivered equipment shall be newly manufactured, not used or refurbished or previously used for demonstration.

PART 5 – INSPECTION AND ACCEPTANCE

Inspection and acceptance will be performed at the delivery location. The Technical Point of Contact will perform inspection and acceptance of the materials delivered. Acceptance is communicated in writing unless otherwise indicated by the Contracting Officer of Technical POC within 30 days of receipt of the deliverable(s). If a rejection is issued, the Contractor shall correct any deficiencies within fifteen (15) days from the time the Government issues the rejection notice. If the Contractor cannot correct the deficiencies within this time frame, the contractor shall immediately notify the Technical POC of the reason for the delay and provide a proposed corrective action plan within three (3) business days.

PART 6 – DELIVERIES OR PERFORMANCE

The software and license file shall be delivered either by secure electronic file transfer or a physical media such as a CD.

The physical delivery shall be considered an alternative method when electronic delivery is not available due to the unforeseen technical difficulties. The physical delivery shall be shipped to:

Contracting Officer changes in requirements; (2) interpreting the Statement of Work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance.

The Contracting Officer is the only person with authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to (1) Direct or negotiate any changes in the RFQ; (2) Modify or extend the period of performance; (3) Change the delivery schedule; (4) Authorize reimbursement to the Contractor any costs incurred during the performance of this contract; or (5) Otherwise change any terms and conditions of this contract.

Unless otherwise agreed to by the Technical POC, the Contractor shall submit invoices subsequent to the delivery of the required services.

B. Invoices submitted under this contract must comply with the requirements set forth in

FAR Clauses 52.232-25 (Prompt Payment) and 52.232-33 (Payment by Electronic Funds

Transfer - System for Award Management) and/or other applicable FAR clauses specified herein. To constitute a proper invoice, the invoice must be submitted on company letterhead and include each of the following:

(i) Name and address of the contractor;

(ii) Invoice date and invoice number;

(iii) Contract/Order number (including a reference to any base award for Indefinite-

Delivery/Indefinite-Quantity Contracts or Blanket Purchase Agreements);

(iv) Description, quantity, unit of measure, unit price, and extended price supplies delivered or services performed, including:

(a) period of performance for which costs are claimed;

(b) itemized travel costs, including origin and destination;

(c) any other supporting information necessary to clarify questionable expenditures;

(d) the contractor shall include the award item number for each description, quantity, unit of measure, unit price, and extended price supplies delivered or services performed;

(v) Shipping number and date of shipment, including the bill of lading number and weight of shipment if shipped on government bill of lading;

(vi) Terms of any discount for prompt payment offered (Prompt Payment terms other than NET

30);

(vii) Name and address of official to whom payment is to be sent (must be the same as that in the purchase order/award, or in a proper notice of assignment)

(viii) Name, title, and phone number of person to notify in event of defective invoice;

(ix) Taxpayer Identification Number (TIN);

(x) banking routing transit number of the financial institution receiving payment for Electronic funds transfer (EFT);

(xi) Name and telephone number of the FDA Contracting Officer Representative (COR) or other

Program Center/Office point of contact, as referenced on the award;

(xii) For all Inspections, Time-and-Materials and Labor-Hour Awards, Contractor is required to attach an invoice log addendum to each invoice which shall include, at a minimum, the following information for contract administration and reconciliation purposes:

(a) list of all invoices submitted to date under the subject award, including the following:

(1) invoice number, amount, & date submitted

(2) corresponding payment amount & date received

(b) total amount of all payments received to date under the subject contract or order

(c) and, for definitized contracts or orders only, total estimated amounts yet to be invoiced for the current, active period of performance;

(xiii) Any other information or documentation required by the award.

C. An electronic invoice is acceptable if submitted in adobe acrobat (PDF) format. All items listed in (i) through (xiii) of this clause must be included in the electronic invoice. Electronic invoices must be on company letterhead and must contain no ink changes and be legible for printing.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the

Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor

Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3)As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the

Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-9 Option To Extend the Term of the Contract (MAR 2000)

The Government may extend the term of this contract by written notice to the Contractor any time before the contract expires; provided that the Government gives the Contractor a preliminary written notice of its intent to extend any time before the contract expires. The preliminary notice does not commit the Government to an extension.
