About this file
This document is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist outlines the procedural requirements for vendors submitting quotes for a micro purchase of asphalt release agent in Pennsylvania. Sellers must quote all items to be eligible for award, and the micro purchase will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. The checklist does not provide specific response deadlines, delivery dates, site visit requirements, or bidder conference information, though it emphasizes that vendors should not deliver products or provide services until receiving formal notification from the department.
The checklist requires vendors to complete multiple steps including verifying their seller role in the system, answering mandatory questions about Local Business Entity (LBE) certification status (though the LBE Program does not apply to small order purchases), entering unit costs for each item, accepting terms and conditions, and submitting required documentation. Critical submission requirements include an executed Consent & Authorization form in the vendor profile and optional submission of an LGBTQ Applicant Opportunity Data Form. The document serves as a procedural guide rather than a specification sheet and does not contain pricing information, specific funding amounts, or contract term details, instead directing vendors to review all tabs, address validation warnings, and submit their quotes through the PHLContracts.phila.gov portal.
