About this file

This is a seller checklist document issued by the City of Philadelphia Procurement Department for vendors participating in small order purchases through the PHLContracts platform. The checklist provides a step-by-step guide for sellers to complete and submit quotes, requiring completion of multiple tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary. Vendors must confirm their seller role, answer mandatory questions, enter unit costs for each listed item, download and review all applicable terms and conditions, and address any validation warnings before submission. The document emphasizes that all tabs must be completed with "Save & Continue" clicked on every tab to ensure proper processing of the quote.

Key requirements for quote submission include obtaining an executed Consent & Authorization form, which must be on file in the vendor's profile or attached during submission, as no quote will be considered without this documentation. Vendors are also asked to indicate Local Business Entity (LBE) certification status, though the LBE Program does not apply to small order purchases. The checklist provides the option for vendors to submit an optional LGBTQ Applicant Opportunity Data Form and allows attachment of any additional documents related to the quote. Vendors must review their complete quote for accuracy and resolve any red validation warnings before final submission through the PHLContracts.phila.gov platform.
