About this file

This is a seller checklist document from the City of Philadelphia Procurement Department for submitting small purchase quotes through the PHLContracts platform. The procurement opportunity involves a floor buffer 20" with pad driver to be awarded as a micro purchase to the lowest responsive and responsible bidder. The award may be made as a whole or by line item, whichever serves the City's best interest. Sellers must quote all items to be eligible for consideration, and no delivery or services should commence until official notification is received from the department. Vendors are required to submit item specifications with their bids, and pricing must remain firm throughout the hold period.

The checklist outlines a 13-step submission process that requires vendors to complete multiple tabs within the PHLContracts system, including General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs. All mandatory fields must be completed, and sellers must have an executed Consent & Authorization form on file prior to quote submission—no quote will be considered without this document. Additional requirements include answering all mandatory questions, accepting terms and conditions, and optionally submitting an LGBTQ Applicant Opportunity Data Form. The Local Business Entity (LBE) certification question must be answered although the LBE Program does not apply to small purchases. Vendors must use the correct Seller role (not Seller Admin) and address all red validation warnings before submitting their final quote through the platform.
