About this file
This document is a Seller Standard Operating Procedure (SOP) Checklist for Small Purchases issued by the City of Philadelphia Procurement Department for submission through the PHLContracts platform. The checklist provides step-by-step guidance for vendors responding to a tape measure micro-purchase opportunity with a contract period of July 1, 2026, through June 30, 2027. Sellers must quote all items listed in the solicitation to be eligible for award, and the micro-purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors are instructed not to deliver products or provide services until receiving official notification from the department.
The SOP checklist outlines 13 required steps for quote submission, including verification of seller role, completion of general information and items tabs with unit costs, answering mandatory questions, accepting terms and conditions, and submitting required attachments. Critical requirements include submission of an executed Consent & Authorization form in the vendor profile (mandatory for consideration), completion of all validation requirements, and optional submission of an LGBTQ Applicant Opportunity Data Form. While the Local Business Entity (LBE) Program does not apply to small purchases, vendors must still answer the LBE certification question to proceed. All submissions must be completed through the PHLContracts.phila.gov platform, with vendors instructed to save progress after each tab and address all red validation warnings before final submission.
