About this file

This is a Seller Standard Operating Procedure (SOP) Checklist for the City of Philadelphia Procurement Department's PHLContracts platform, applicable to a micro purchase for trash and recycling dumpsters. The procurement opportunity spans a requirement period from July 1, 2026, through June 30, 2027. Sellers must quote all line items to be eligible for award, and the contract will be awarded as a whole or by individual line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. No delivery or services are to be provided until formal notification is received from the department.

The checklist outlines a 13-step submission process for vendors, beginning with verification of seller role and completion of all required tabs within the PHLContracts system. Critical requirements include selecting Local Business Entity (LBE) certification status, entering unit costs for each item, answering all mandatory questions, accepting terms and conditions, and submitting a signed Consent & Authorization form, which must be on file or attached to disqualify the bid. Vendors are also encouraged to submit the optional LGBTQ Applicant Opportunity Data Form. All validation warnings must be resolved prior to quote submission through the www.PHLContracts.phila.gov portal.
