About this file

This document is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through its PHLContracts platform. The checklist provides step-by-step instructions for vendors submitting quotes on the "Bar Digging" micro purchase opportunity in Pennsylvania. The solicitation will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for a whole award and should not deliver services or products until receiving notification from the department.

The checklist outlines thirteen critical steps vendors must complete to submit a compliant quote, including confirming seller role status, selecting Local Business Entity (LBE) certification status, entering unit costs for all items, answering mandatory questions, accepting terms and conditions, and submitting required attachments. Key documentation requirements include an executed Consent & Authorization form (mandatory) and an optional LGBTQ Applicant Opportunity Data Form. Vendors must review all red validation warnings on the Summary Tab before submission and ensure proper completion of every tab, as the system will prevent quote submission until all requirements are satisfied.
