About this file

This is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes for a Craft Kits micro purchase opportunity in Pennsylvania. The bid will be awarded as a whole to the lowest responsive and responsible bidder, with all items required to be quoted for eligibility. Sellers must complete multiple tabs within the PHLContracts system, including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections before submission. The contract will be structured as a "Requirements" contract, and vendors are instructed not to deliver or provide services until officially notified by the department.

Vendors must complete all mandatory fields and questions, accept the terms and conditions, and submit required documentation including an executed Consent & Authorization form, which must be on file in the vendor profile or attached during submission. The checklist requires sellers to confirm their business status as a Local Business Entity (LBE), though the LBE Program does not apply to small purchases. Vendors have the option to submit an LGBTQ Applicant Opportunity Data Form. All validation warnings must be addressed before quote submission through www.PHLContracts.phila.gov. Specific pricing, quantities, response deadlines, and other detailed procurement terms are not included in this checklist document.
