About this file
This document is a Seller Standard Operating Procedure (SOP) Checklist for the City of Philadelphia Procurement Department's small purchases program on the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes for a micro purchase opportunity for 8 ft. corrugated 31 gauge steel panels in Pennsylvania. Sellers must complete all required tabs within the online bidding system, including the General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs. The award will be made as a whole or by line item, whichever serves the City's best interests, and will be granted to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for award and are prohibited from delivering products or providing services until receiving official notification from the department.
Vendors must ensure they are operating in the Seller role rather than the Seller Admin role and must complete mandatory questions, accept all terms and conditions, and submit a valid Consent & Authorization form with their quote. The submission process requires vendors to enter unit costs for each listed item, download and review all bid attachments, and address any validation warnings before submitting their quote. An optional LGBTQ Applicant Opportunity Data Form may be submitted, and any documents related to the quote should be attached. The LBE (Local Business Entity) certification question must be answered despite not applying to small purchases. No quote will be considered without a Consent & Authorization form on file.
