About this file
This document is a Seller Checklist for Small Purchases from the City of Philadelphia Procurement Department, designed to guide vendors through the quote submission process for a HeatSeal Thermal Laminator micro purchase in Pennsylvania. The checklist outlines a 13-step process for completing and submitting bids through the PHLContracts.phila.gov platform. Vendors must quote all items to be eligible for award, and the purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. No specific response dates, due dates, site visits, bidder conferences, or contract terms are detailed in this checklist document.
The checklist emphasizes critical administrative requirements for quote submission, including verification of seller role status, completion of the General, Items, Questions, and Terms & Conditions tabs, and submission of required attachments. All vendors must provide unit costs for each item, answer mandatory questions, accept terms and conditions, and include an executed Consent & Authorization form in their vendor profile for their quote to be considered. Vendors may optionally submit an LGBTQ Applicant Opportunity Data Form. The document notes that the Local Business Entity (LBE) Program does not apply to small purchases but requires an answer to this question to proceed. Specific pricing terms, set-asides, funding amounts, and other financial details are not included in this instructional checklist.
