About this file
This document is a seller checklist for software program procurement administered by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes for software products and services to the City of Philadelphia. The procurement process requires vendors to complete multiple tabs within the online system, including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections. Vendors must confirm their seller role status, answer all mandatory questions, accept terms and conditions, and submit required documentation before finalizing their quote submission through the PHLContracts portal at www.PHLContracts.phila.gov.
The procurement process does not apply the Local Business Entity (LBE) Program to software purchases, though vendors must answer the LBE certification question to proceed. All software purchases will be awarded to the City's current software vendors unless otherwise specified in Section A of the solicitation, and vendors must submit product literature upon request. The checklist emphasizes the requirement to save work after each step to avoid loss of information, with red validation messages indicating incomplete sections that must be resolved before quote submission.
