About this file
This is a seller checklist document for the City of Philadelphia Procurement Department's PHLContracts Software Program, providing guidance to vendors submitting quotes for the Ansys Fluent Software Renewal for fiscal year 2027. The checklist outlines a 12-step process that sellers must complete to submit quotes through the PHLContracts portal, beginning with verification of seller role and completion of the General Tab where vendors confirm their Local Business Entity (LBE) certification status. Though the LBE Program does not apply to the Software Program, vendors must answer this question to proceed.
The submission process requires vendors to enter unit costs and discounts for each item in the Items Tab, answer all mandatory questions in the Questions Tab, review and accept terms and conditions, upload required attachments, and complete a final review of their quote on the Summary Tab before submission. Vendors must address all red validation warnings that appear throughout the process and click "Save & Continue" on every tab to ensure proper progression through the system. The checklist emphasizes downloading and saving all provided attachments and completing any required documentation prior to final quote submission through the PHLContracts portal at www.PHLContracts.phila.gov.
