About this file

This is a Seller Software Program Checklist from the City of Philadelphia Procurement Department, outlining the submission requirements for vendors responding to the Cloudflare software purchase opportunity in Pennsylvania. The checklist provides a systematic 12-step process for completing and submitting quotes through the PHLContracts online platform, beginning with the General Tab where vendors must declare Local Business Entity (LBE) certification status, proceeding through the Items Tab to enter unit costs and discounts, and continuing with mandatory question responses in the Questions Tab. Vendors must download and review all required attachments, accept the terms and conditions, upload supporting documents through the Attachments Tab, and complete a final review before submission.

The procurement framework specifies that all software purchases will be awarded to the City's current vendors unless otherwise stated in Section A, with vendors required to submit product literature upon request. The checklist emphasizes completing all tabs and addressing validation warnings before quote submission, with the LBE Program designation noted as not applicable to the Software Program despite the required response. No specific pricing, quantities, response dates, or contract term information is contained within this procedural document, which serves primarily as an instructional guide for proper submission execution through the city's online contracting system.
