About this file
This is a seller checklist for the City of Philadelphia Procurement Department's Software Program, outlining the submission requirements for vendors responding to software purchase opportunities. The checklist guides sellers through a multi-step process including completing a General Tab to establish business entity status, an Items Tab to input unit costs and discounts for listed products, a Questions Tab to answer mandatory inquiries, a Terms & Conditions Tab to review and accept bid terms, an Attachments Tab to submit required documentation, and a Summary Tab to review and submit the final quote. Vendors must progress sequentially through each tab, saving their work at each stage, and the system will display validation warnings until all required fields are completed and reviewed.
According to the related contract opportunity, the City of Philadelphia awards software purchases to its current vendors unless otherwise specified in Section A of the solicitation, and vendors may be required to submit product literature at the City's request. The Software Program does not apply the Local Business Entity (LBE) certification preference, though sellers must answer the LBE question to proceed with their submission. All pricing, specific line items, quantities, response deadlines, and other solicitation details are contained within the PHLContracts.phila.gov platform where the actual bid opportunity is posted.
