About this file

This document is a seller checklist for the Software Program administered by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist outlines the step-by-step process for vendors submitting quotes for software purchases, including the Keeper Password Annual Renewal for Fiscal Year 2026. Vendors must complete multiple tabs within the system, including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections before submitting their quote. The process requires vendors to confirm they are operating in the Seller role rather than Seller Admin role, answer all mandatory questions, accept terms and conditions, and attach required documentation. Red validation messages will appear if required fields are incomplete, and these must be resolved before quote submission is permitted.

The checklist emphasizes that all software purchases will be awarded to the City's current software vendors unless otherwise stated, and vendors may be required to submit product literature at the City's request. Pricing information must be entered in the Items tab, where vendors specify unit costs and optional discounts for each line item. The Local Business Entity (LBE) Program designation question must be answered to proceed, although it does not apply to the Software Program category. Vendors are responsible for downloading and saving all attachments listed in the Terms & Conditions tab and uploading any supporting documents through the Attachments tab prior to final quote submission through the PHLContracts system.
