About this file
This is a seller checklist for the City of Philadelphia Procurement Department's Software Program, outlining the procedural requirements for vendors submitting quotes through the PHLContracts platform. The checklist guides sellers through twelve sequential steps necessary to complete and submit a software quote, beginning with proper role verification in the system and progressing through the General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs. Vendors must confirm their business status regarding Local Business Entity (LBE) certification, though this designation does not apply to the Software Program itself. The process requires sellers to enter unit costs and discounts for each item, answer all mandatory questions, accept terms and conditions, upload required documentation, and review their complete quote before submission through the PHLContracts portal at www.PHLContracts.phila.gov.
The specific contract opportunity referenced is for Grammarly Subscription additional accounts for the City's Chief Procurement Officer (CPOC). According to the City of Philadelphia's standard procurement policy for software purchases, awards are made to the City's current software vendors unless otherwise specified in Section A of the solicitation. Vendors are required to submit product literature upon the City's request. The procurement process emphasizes system compliance and completeness, with validation messages appearing if required fields remain incomplete, and submission cannot proceed until all red validation warnings are resolved.
