About this file
This is a seller checklist for the City of Philadelphia Procurement Department's Flat Printing Program, which outlines the submission requirements for vendors bidding on a printing contract with the City of Philadelphia. The document provides a step-by-step procedural guide for sellers to complete their bid response through the PHLContracts online platform. Vendors must complete all required tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections before submitting their quotes. While the Local Business Entity (LBE) certification question appears on the form, the LBE Program does not apply to this Flat Printing Program. Sellers are required to provide unit costs and optional discounts for each line item, answer all mandatory questions, accept the terms and conditions, and submit any supporting documentation through the online system.
The award will be made as a whole or by line item, whichever serves the City's best interests, and will be granted to the lowest responsive and responsible bidder. All items must be quoted for a vendor to be eligible for award. Vendors are explicitly instructed not to deliver products or provide services until officially notified by the department. The checklist emphasizes the importance of reviewing all red validation messages and completing every tab to avoid submission errors.
