About this file
This is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform for an infrared thermometer micro purchase. The procurement will be awarded as a whole or by line item, whichever best serves the City's interests, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award. The checklist outlines a 12-step submission process that requires vendors to confirm their seller role, answer LBE certification questions, enter unit costs for each item, respond to mandatory questions, accept terms and conditions, and submit required attachments before finalizing their quote. No deliveries or services should commence until authorized by the department.
All quotes must include an executed Consent & Authorization form in the vendor profile or attached during submission; quotes lacking this documentation will not be considered. Vendors are also encouraged to submit the optional LGBTQ Applicant Opportunity Data Form. The procurement applies to the Commonwealth of Pennsylvania and utilizes the City of Philadelphia's online contracting platform. Bidders must complete every tab in the system, address all validation warnings, and submit their quote through www.PHLContracts.phila.gov. The LBE Program does not apply to small order purchases; however, the LBE certification question must still be answered to proceed with quote submission.
