About this file
This is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department for a General Election Tent, Light, and Heater Rental micro purchase opportunity in Pennsylvania. The checklist outlines the submission requirements and procedural steps vendors must follow to submit a competitive bid through the PHLContracts.phila.gov platform. Sellers are required to quote all items listed in the bid to be eligible for award consideration, with the micro purchase to be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. No specific response dates, due dates, site visits, or bidder conferences are detailed in this checklist document.
The checklist establishes mandatory submission requirements including designation of seller role, completion of the General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs within the online procurement portal. Vendors must provide unit costs for each item, answer all mandatory questions, accept terms and conditions, and submit a Consent & Authorization form as a prerequisite for quote consideration. The document notes that the Local Business Entity (LBE) Program does not apply to small order purchases but requires vendors to answer the LBE certification question to proceed. Vendors may optionally submit an LGBTQ Applicant Opportunity Data Form. Specific pricing terms, set-asides, funding amounts, or contract renewal options are not addressed in this checklist, which functions primarily as a procedural guide rather than a detailed bid specification document.
