About this file

This is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department for a micro purchase of test kits for four Zurn Wilkins 350XL backflow preventers. The procurement is structured as a small order purchase that will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items listed to be eligible for award and should not deliver or provide services until notified by the department.

The checklist outlines a 13-step submission process for vendors responding to this opportunity. Key requirements include: confirming seller role in the system, answering mandatory questions regarding Local Business Entity (LBE) certification status (though the LBE Program does not apply to small order purchases), entering unit costs for each item, accepting terms and conditions, submitting a Consent & Authorization form (required for all quotes), and optionally submitting an LGBTQ Applicant Opportunity Data Form. Vendors must complete all validation steps, address any red validation warnings, and submit their quote through the PHLContracts.phila.gov portal. The procurement is conducted through Pennsylvania's state and local contracting system and follows the City's small purchases procedures for this specialized equipment purchase.
