About this file

This is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department for a Meter Readers micro purchase opportunity. The checklist outlines the required steps for vendors to submit quotes through the PHLContracts platform. The micro purchase will be awarded as a whole to the lowest responsive and responsible bidder, and sellers must quote all items to be eligible for award. No specific quantities, response dates, due dates, site visits, or bidder conferences are detailed in this checklist document. The resulting award will establish a Requirements contract, and vendors are instructed not to deliver or provide service until formally notified by the department.

The checklist provides procedural guidance rather than pricing or financial terms. Vendors must complete multiple steps including confirming their seller role, indicating Local Business Entity (LBE) certification status, entering unit costs for each item, answering mandatory questions, accepting terms and conditions, and submitting required attachments. All quotes must include an executed Consent & Authorization form in the vendor profile; quotes without this documentation will not be considered. Vendors are encouraged to submit an optional LGBTQ Applicant Opportunity Data Form. The checklist emphasizes validating all entries and addressing red validation warnings before submission through www.PHLContracts.phila.gov.
