About this file

This document is a seller checklist for small order purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes on the Wireless Display Receiver micro purchase opportunity. Sellers must complete all required tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary before submission. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and should not deliver products or provide services until officially notified by the department.

The checklist outlines specific submission requirements including entering unit costs for each listed item, answering all mandatory questions, accepting terms and conditions, and submitting a valid Consent & Authorization form. Vendors must confirm their seller role in the system and address all red validation warnings before submission. While the Local Business Entity (LBE) Program does not apply to small order purchases, the certification question must still be answered to proceed. Optional documentation includes the LGBTQ Applicant Opportunity Data Form. All quotes must be submitted through www.PHLContracts.phila.gov, with sellers responsible for downloading and saving all required attachments and ensuring compliance with stated terms and conditions.
