About this file
This is a seller checklist for small order purchases issued by the City of Philadelphia Procurement Department through the PHLContracts portal. The checklist provides step-by-step guidance for vendors submitting quotes for the Biological Fats, Oils, and Grease Treatment micro-purchase at Lockart Pump Station. Vendors must complete all required tabs and steps within the online system to be considered eligible for award. The micro-purchase will be awarded as a whole or by line item, whichever is in the best interest of the City, to the lowest responsive and responsible bidder. Sellers are instructed not to deliver or provide services until officially notified by the department.
The checklist outlines thirteen sequential steps that vendors must complete, including verifying seller role status, confirming Local Business Entity (LBE) certification status, entering unit costs for all listed items, answering mandatory questions, accepting terms and conditions, and submitting required attachments. Vendors must submit an executed Consent & Authorization form on file in their vendor profile; quotes without this form will not be considered. The checklist also indicates that submission of an optional LGBTQ Applicant Opportunity Data Form is available. Sellers must quote all items in order to be eligible for award and must review and address all validation warnings prior to submission through the PHLContracts portal at www.PHLContracts.phila.gov.
