About this file

This is a Seller Checklist document from the City of Philadelphia Procurement Department for Small Purchases submitted through the PHLContracts platform. The document serves as a procedural guide for vendors responding to small purchase opportunities rather than a specific solicitation. It outlines the required steps for completing and submitting quotes through the PHLContracts system, including ensuring proper seller role assignment, answering mandatory questions related to Local Business Entity (LBE) certification status, entering unit costs for items, and reviewing all Terms & Conditions before submission.

The checklist requires vendors to submit several mandatory and optional documents, including an executed Consent & Authorization form (without which no quote will be considered), completion of all required attachments, and optionally the LGBTQ Applicant Opportunity Data Form. Vendors must progress through eight tabs—General, Items, Questions, Terms & Conditions, Attachments, and Summary—addressing red validation warnings at each step and clicking "Save & Continue" on every tab to ensure proper submission. The document emphasizes that the LBE Program does not apply to Small Purchases but still requires completion of the LBE certification question to proceed. No specific pricing, contract term, award date, or set-aside information is provided in this procedural checklist.
