About this file

This is an Informal Request for Proposals (RFP) issued by the County of San Mateo Parks Department for the procurement and installation of self-service firewood dispensing systems at county parks. The County seeks a qualified vendor to supply, install, and maintain automated vending units capable of dispensing firewood bundles to park visitors, with the system designed for use at Memorial County Park in Loma Mar, California. The primary service involves providing user-friendly, secure dispensing systems with integrated payment capabilities, inventory management, and regular resupply of approximately 11,000 firewood bundles annually, with demand fluctuating seasonally from 600 bundles per week during June-October to approximately 2,000 bundles total from November-May. The RFP was released on November 20, 2025, with a deadline for questions and contract exceptions on December 4, 2025, at 5:00 p.m., and proposals are due by December 10, 2025, at 5:00 p.m. via the County's eProcurement portal. No pre-proposal conference or site visit is scheduled. The contract term is one year with two optional one-year renewal periods exercisable at the County's sole discretion upon thirty days' written notice before the agreement's expiration.

Proposals will be evaluated on project approach (20 points), firm qualifications (18 points), price as the reward factor (25 points), and preferential points for local businesses and non-profits (up to 10 points). The County has adopted a Procurement Preference for Local Businesses Ordinance that awards five percent preference to local businesses or non-profits, with an additional three percent for small businesses or small non-profits, or five percent for micro businesses or micro non-profits. Proposers must demonstrate a minimum of four years of similar service experience within the last seven years, confirm they are not excluded or debarred from the System for Award Management, and meet all technical specifications including system design, payment processing (accepting credit/debit cards, mobile payments, and cash), PCI-DSS compliance, 98% uptime availability, and ADA accessibility requirements. The vendor is responsible for all sales taxes, maintenance, training, technical support with guaranteed 24-hour response for critical issues, and firewood delivery from sources within 30 miles of Memorial Park, with each bundle containing hardwood species logs of 16 to 6 inches in diameter, weighing 20-25 pounds, and meeting moisture content standards of no more than 20% per ASTM D4442. The pricing proposal requires line items for vending unit cost, delivery and installation costs, monitoring and resupply costs per wood delivery, and price per wood bundle, with contract award contingent upon Board of Supervisors approval if services exceed $200,000.

The County provides for the health and welfare of all people within its borders and serves as the local government for the unincorporated areas. The County prides itself on how that prosperity fosters its commitment to protecting and enhancing the health, safety, welfare, and natural resources of the community.

The San Mateo County Parks Department (“Department”) serves nearly three million visitors every year.

Visitors have many options when visiting the County’s unique park system. With 24 parks and recreation areas, over 16,000 acres of park land, and 190 miles of trail, the Department provides healthy outdoor activities, educational opportunities, and lasting memories.

Due to the diversity of the park system, visitors can enjoy an array of recreational opportunities, including walking; running; hiking; biking; picnicking; horseback riding; sailing; kite surfing; fishing; camping;

gardening; tidepooling; volunteering; learning; sports courts; and playing on playgrounds.

1.2. Background

The County of San Mateo Parks Department aims to procure a user-friendly, automated vending solution for the supply of firewood bundles suitable for use in Memorial Park. The firewood must meet quality standards to ensure safety, environmental compliance, and user satisfaction. Firewood bundles distributed through this system are for public use, particularly for camping and picnic activities. Firewood bundles are a popular and high-volume sales item, currently selling at a rate of approximately 11,000 bundles per year. The demand rate varies greatly over the course of a year, with up to 600 bundles per week in from

June-October, and a significant decrease to approximately 2,000 bundles total from November-May.

Firewood shall be composed of hardwood species such as oak, maple, or hickory, and may include some eucalyptus. Each bundle shall contain logs measuring no less than 16 inches in length and no more than 6 inches in diameter. Each bundle shall weigh between 20-25 pounds. Firewood shall have a moisture content not exceeding 20% at the time of delivery as per the ASTM D4442 standard for moisture measurement. Firewood must be free from mold, insect infestation, and rot. Each batch delivered will be subject to inspection by County staff. Firewood must comply with California's pest control regulations, as outlined in the California Code of Regulations Title 14, Section 3500. All firewood must be sourced from within 30 miles of the point of sale, Memorial Park.

The vendor should provide regular deliveries based on the vendor's inventory tracking system, with the delivery schedule communicated to the County in a timely manner. Firewood bundles shall be delivered

Page 3 of 14 Release date of November 20, 2025 to Memorial County Park, located at 9500 Pescadero Creek Road, Loma Mar, California 94021, and directed inserted into the vending solution by vendor. Deliveries shall occur between 8 AM and 4 PM on weekdays unless otherwise agreed upon by the County and the vendor. Delivery trucks must be equipped with tarps or other appropriate covers to protect firewood bundles from exposure, moisture absorption, and pest infestation during transport. Limiting the movement of infested wood material is the best way to prevent the introduction and spread of Invasive Shot Hole Borer (ISHB), Sudden Oak Death (SOD), Gold

Spotted Oak Borer (GSOB), and other pests/diseases into new areas.
