About this file

This document contains questions submitted by vendors and responses provided by P-CCS regarding a request for proposals (RFP) for the installation of security window film. The RFP covers schools within the Wayne County and Pentwater Village jurisdictions in Michigan. The requested services include installing visibility-deterring security film on windows and doors, with no specified project completion deadline but an expectation of 3-5 months for completion. The RFP does not require prevailing wages, but does require a performance bond for bids over $50,000. Vendors can submit a per-square-foot unit price without providing measurements, and the district is tax-exempt, though vendors are responsible for any applicable taxes on purchased materials.

Regarding pricing, the RFP states that if the grant funding is exceeded, the district will prioritize the areas where the film is to be installed. There is no mention of any set-asides, incumbents, or specific funding amounts or sources. The district reserves the right to terminate the contract if the work is not completed in a reasonable timeframe, but there are no liquidated damages or penalties specified.

The following are questions submitted by vendors in regards to the security window film RFP and answers provided by P-CCS.

1. Could you please send the floor plans for the buildings that will need film? We use these to mark the locations that we’ll be working on. We will not be submitting floor plans to our buildings to outside contractors for this project. All windows that we want film applied to are marked and vendors can request a date/time for site walks. If you wish to, you can provide a flat per sqft. price as some vendors are.

2. In the bid request package under technical requirements it states “ Glass film installed in secure vestibules or on windows / doors leading into school general offices should have some visibility deterrence characteristics that make it difficult to see into those areas but allow for persons to see out.” We have several ways to accomplish this and would like to understand exactly what the district is looking for. We are looking for visibility deterrence in these areas either through a tint application or some other form of application. Some vendors' products include this in the graffiti protection layer, others offer a tint application, and others are proposing perforated customizable overlays.

3. In the technical requirements section where the request is for material to meet or exceed nationally recognized standards there is no mention of battening. Is this something that you would like us to include? Please specify in your bid the scope of work and we will evaluate.

4. Is the grant just for entryways or does the scope include other areas? We have included the areas in which we want the film installed. Should the bids exceed the grant funding the district will prioritize the areas we want done.

5. Is removal part of the scope as well? There is currently no film installed on any of the specified windows. You will need to remove various stickers prior to installation.

6. Is this subject to Prevailing wages? This RFP and bid is not subject to prevailing wages.

7. Do we need to provide a performance bond after an award? Any bid over $50,000 will require a performance bond.

8. Is this Taxable? The district is tax exempt, however any products that you purchase for the purpose of completing this project are subject to tax and the vendor is responsible for this.

9. Can you specify a project completion deadline? There is no specified project completion deadline, however it is expected that the awarded vendor would complete the project in a reasonable amount of time. This should not exceed 3-5 months.

10. Is this subjected to liquidated damages/penalties in case we do not meet the completion deadline? No, however the district retains the right to terminate the contract should the work not be completed in a reasonable amount of time.

11. Can I provide a per sqft. unit price without providing measurements within the bid. Yes, per sqft. unit pricing is acceptable so long as the remaining portions of the RFP are met. Vendors should still specify product specifications and scope of work within their bid.
