SECURITY REQUIREMENTS – FSL-2 (Administrative Facility) – Miami FSDO Security requirements for Government occupied space must meet minimum-security accreditation standards for the type of facility covered by this Lease. The FAA Facility Security Management Program defines facility security accreditation standard levels. The Lessor shall provide or make accommodation to provide for all the security requirements listed in current FAA Security Orders and Technical Guidance Memoranda. The local Servicing Security Element (SSE) will determine any additional security upgrades that are required to meet accreditation and shall conduct a final security assessment of the building.
1. Guidelines for Selecting Leased Space - do not attempt to locate FAA personnel in facilities housing high-risk departments or agencies, unless no other practical options are available. Avoid other tenants whose mission and interaction with certain segments of the public are adversarial in nature. Examples of high-risk tenants include criminal and bankruptcy courts and law enforcement agencies (FBI, ATF, CBP, DEA) that routinely attract the attention of dangerous groups.
2. HVAC Controls –
a. Protection of Air Intakes. An emergency shutdown capability is required. In addition, protective measures must be taken for air intake grills to prevent tampering or removal through normal construction/building methods.
b. HVAC Control. HVAC equipment rooms must be secured.
3. Signs – Lessor must be agreeable to the installation of FAA Security related signs at entry points, in and around the leased space consistent with the operations conducted at the facility.
4. Security Lighting - Lighting shall provide average illumination levels (based on a 4:1 average to minimum illuminant ratio) for the following areas.
a. Parking lots: Not less than 0.8 FC
b. Parking Garages: Not less than 1 FC
c. Building entrances and exits: Not less than 5 FC
d. General exterior facility lighting: Not less than 0.5 FC
5. Locking System - The FAA standard lock system is any BHMA grade 1 system that accepts a universal 7-pin removable and interchangeable core that can be changed without disassembling the entire core. For FAA-Leased facilities, the lessor will furnish FAA standard BHMA grade 1 locking hardware. The FAA will furnish its own cores and maintain its own key system.
6. Physical Access Control System (PACS) and Video Monitoring System (VMS) – Lessor must be agreeable to the installation of FAA approved PACS and VMS as required per security regulations.
7. True Floor to ceiling walls must be provided at the perimeter of all FAA Leased space.
