STATEMENT OF NEED – SECURITY CAMERAS

PURPOSE: Upgrade security camera system to expand coverage and enhance existing coverage to 4MP cameras.

SCOPE OR MISSION: Replace existing lower resolution cameras with 4MP cameras. Install new surveillance cameras along the beach and cover the boat storage area to the south. Install additional cameras at the gate to cover the fence line and front of property.

BACKGROUND: Recent issues with nuisance animals exposed the shortcomings of the existing cameras and camera placements. NMFS has had problems with security along the back fence where the public has intruded into our facility and stolen boat parts. It is necessary to upgrade both the quantity and quality of the cameras in the security system and fire alarm system to assist with the monitoring and management of the facility and to enhance fire safety.

TECHNICAL SPECIFICATIONS: Supply and install 45 4MP or greater cameras at key locations around the facility to monitor the boundary and valuable assets. The system supplied must either be compatible with or in replacement of the existing Network Video Recording (NVR). Vendor must supply all camera enclosures, cameras, additional cabling, switches, NVR upgrades (additional storage) to support the expansion. The system must be capable of storing video for a period of 45 days before overwriting existing files.

PERIOD OF PERFORMANCE: Date of award plus one year

DELIVERABLE SCHEDULE: Prior to December 31, 2020. This schedule may be subject to limits of COVID 19 pandemic restrictions.

SECURITY

• Personnel performing work will primarily operate on the exterior of the building and surrounding property. They will be accessing systems tied only to the video camera network and not the Commerce Data Network used to support all other operations.

DATA PRIVACY

If work on this agreement requires that personnel have access to Privacy information, personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

Data created, obtained and collected during the performance of this agreement is the property of NMFS. Data may not be released by any party without written consent from the NMFS POC.

Data must be protected from unauthorized disclosure. Personnel must comply with all Federal, DOC, NOAA, and NMFS policies relating to IT and data security.

NON-PERSONAL SERVICE

Personnel performing services under this order will be controlled, directed and supervised at all times by management personnel of the contractor. Personnel will perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulations.

The NMFS will perform the inspection and acceptance of the completed work.

**Site Visit** It is recommended that contractors interested in submitting proposals schedule a site visit with NOAA staff to inspect the areas for camera placement and installation. Site visits must be schedule 48 hours in advance. Site Visits shall be scheduled with Larry Burns, 321-399-4760, larry.burns@noaa.gov per agreed upon appointment.
