About this file
This document contains responses to requests for information (RFIs) regarding a solicitation to provide a secure medical gas farm. The project involves demolishing existing structures and constructing three new compressed gas storage buildings immediately adjacent to an existing loading dock and service yards at a Department of Veterans Affairs medical center. Key details include responses to 35 RFIs clarifying design plans, specifications, and scope of work items such as connections to existing utilities and systems. The responses provide additional design requirements for fire protection, lighting, and low-voltage systems. The document also references an accompanying geotechnical engineering study report.

Question: Per sheet E101 (General Note F) it requires that the subcontractor is to verify or demonstrate available capacity of “existing” installations prior to providing a bid and provide design alternatives if capacity is not available. Please confirm, that the “existing” note should be for “new” work capacity only. (This RFI is
applicable only if the note refers to “new” work.)

Question: Per sheet E101 (General Note F) it requires that the subcontractor is to verify or demonstrate available capacity of “existing” installations prior to providing a bid and provide design alternatives if capacity is not available If a subcontractor is to verify or demonstrate the available capacity of “existing” installations prior to providing a bid and provide design alternatives if capacity is not available, the GC’s will likely receive several different approaches on how to address these issues making the bidding process difficult to level. Given, the project tight bid time constraints and having no panel schedules, or circuitry shown (new or existing) on the documents, it makes the research for the subcontractors very difficult without further design input. Can this note be omitted from the bid process, and can circuitry and power plans be provided to the bidders for proper pricing? (This RFI is applicable only if the note refers to “existing” work.)
N/A
5/6/22
VA Response: Circuitry and power plans are provided. See E101 notes 1,2,6, and 8.
Existing panel load was not verified by metering during the design phase, but engineering judgement was that panels should have sufficient capacity for additional loads. The time and cost of metering by the contractor can be waived. General note F can be omitted.

21
Question: Please advise if a Geotechnical report is available for the existing soil conditions. If a report is not available, please advise if the VA will be providing a dewatering allowance for the bid.
N/A
5/6/22
VA Response: Geotechnical survey is provided with drawings and report is available. The day of the soil boring, the water table was 9 feet below the concrete pavement. Geotechnical Report will be included and sent by CO, but the contractor shall confirm all information using GPR in Site utility verification and marking in the field, site work, including all surveys needed to accomplish project tasks. Dewatering system design is provided by the contractor. The bidding contractors to provide their unit price.

The PSRDM prohibits Gas Storage within 50-ft of the loading dock and Service entrances. Section III. (Project Goals) says that the new site for these new medical gas buildings will be immediately adjacent to the loading dock and secured service yards. Can the VA confirm if the 50-ft adjacency has been waived and there will not be higher blast loads than (GP2) as a result of potentially being closer to the loading dock? (In other words, is it safe to assume we are following the final design submission criteria provided?)
N/A
5/6/22
VA Response: The distance from the medical gas storage buildings to the loading dock is 52 feet.
5/11/22
23
