About this file
This is a Single Source Procurement Notice issued by the City of Winter Park, Florida, for Sectional Liner Repair Products. The City has identified Stephens Technologies, Inc., as the exclusive manufacturer and sole source supplier for this product. The procurement seeks sectional liner repair products that meet specific technical requirements, including availability in sizes up to ten feet without liner joints, utilization of a releasing agent rather than plastic wrapper protection, incorporation of Velcro strips and cable ties for diameter alignment and positioning, sealed plastic protective containers for storage, and reusable storage containers for resins that permit partial kit usage and resealing. The procurement was posted on January 20, 2026, with a submission deadline of February 2, 2026. In accordance with Florida Statute 287.057, this posting will remain active for fifteen business days to allow other potential suppliers to submit product information, statements of qualifications, and capabilities demonstrating comparable products. Prospective respondents may submit written notifications regarding any requirements that appear to restrict competition no later than five business days prior to the February 2, 2026 proposal due date.
The estimated annual spending for this procurement is less than $100,000, with no specific pricing terms, contract duration, or renewal options provided in the documentation. The City conducted market research comparing products from competing manufacturers including Maxliner, PrimeLiner, and Perma-Liner, determining that these alternatives lack all required technical features. Stephens Technologies, Inc., represented by Vice President Brian Barton, holds the exclusive manufacturing position for the NewLife Liner System through its original patent on the pipe repair method. The City certifies that this purchase will not obligate it to the vendor for future purchases and anticipates no additional benefits from the single source designation. No set-aside designations or restrictions limiting participation to particular organization types or disadvantaged enterprises are specified in the procurement documentation.

2. Notice
It is the policy of the City of Winter Park to consistently purchase goods and services by full and open competition. The taxpayers of Winter Park are best served when we make sound business decisions based on competitive bids or proposals. Early acquisition planning, including the Procurement Division, can help to avoid delays and facilitate effective market research. However, there may be instances in which a method other than full and open competition can be justified. If a user department determines that a method alternative to full and open competition is necessary or in the best interest of the
City of Winter Park, appropriate justification for that course of action must be submitted to the Procurement Division for approval in order to waive the competitive procurement process.
It is the responsibility of any prospective Respondent to notify the Procurement Division in writing of any requirement or condition that may unduly restrict competition or appear to favor a single vendor or manufacturer. Such notification must be submitted no later than five (5) business days prior to the proposal due date and time.

1. Explain why the product/service requested is the only product/service that can satisfy your requirements. Be specific with regard to specifications, features, characteristics, requirements, capabilities and compatibility. Describe what steps have been taken to make this determination:
The product has the following features. Other manufacturers (Maxliner, PrimeLiner, Perma-Liner) do not have all of these features. 1) Product is available in sizes up to the length of the City's existing packer (10 feet) which allows repairs from 0 to 10 feet without liner joints. 2) Product uses a releasing agent instead of a plastic wrapper to protect the packer from the curing resin. 3) Velcro strips and cable ties are used to line up the liner to the correct diameter and keep the liner in place when the liner is installed. 4) Kit is provided in sealed plastic protective container. 5) Kits come with resins in storage containers (not one time use containers) and liners can be customized to length. This allows kits to be partially used and resealed in protective containers for future use.
2. Explain why this service provider, supplier or manufacturer is the unique available source from which to obtain this product/service. Describe the efforts that were made to verify and confirm the validity of a distributor’s claim to be the only available source.
(Obtain and include a signed letter from the manufacturer confirming claims made by distributors of exclusive distributorship):
The manufacturer is the only supplier of the product per the attached vendor letter.
3. Will this purchase obligate the City to a particular vendor for future purchases? (Either in terms of maintenance that only this vendor will be able to perform and/or if we purchase this item, will we need more “like” items in the future to match this one?):
No
4. Please describe your market research and the results thereof, including a description of other similar sources or products available and why they are not acceptable:
Other manufacturers (Maxliner, PrimeLiner, Perma-Liner) produce similar products but do not have all of the features described previously.
I certify that the above statements are true and correct to the best of my knowledge, and that prices obtained are fair and reasonable. I also certify that neither I, nor my family members, will gain or receive any additional benefit because I have recommended that this acquisition be obtained solely from a designated vendor or contractor.
