About this file
This is a financial proposal form for the Maryland Aviation Administration (MAA) at Baltimore/Washington International Airport, soliciting maintenance and support services for the NEC/Forerunner SV9500 platform telecommunications system. The PORFP (Pre-Qualified Request for Proposal) BWI26026TC seeks comprehensive maintenance and support across multiple functional areas including Voice Servers (SV-9500 PBX), Voice Mail System (UM-8700), OW-5000 Fault Tolerant Server with hosted services (GNAV, Call Accounting, NEC Command, MA4000), and UG-50 Gateway Servers serving multiple airport operations (MTN, MAC, ARFF, KFMN, 911, Daily, Hourly). The contract will be awarded based on responsive and responsible bids meeting specifications and providing best value to MAA. No specific response dates, site visits, or bidder's meetings are identified in this proposal document.
Bidders must provide pricing for all labor, materials, equipment, overhead, and incidental costs across multiple service delivery options. For each functional area, vendors may submit two options: Option 1 includes all support services including Tier 1 support, while Option 2 excludes Tier 1 support. Pricing must be provided on both per-port and total annual cost bases where applicable. Incident response costs are required separately for normal business hours and after-hours catastrophic, major, and minor incidents. Four labor categories are specified with hourly, daily, and weekly rates: NEC/Forerunner Certified Switch Engineer, NEC/Forerunner Certified Switch Technician, Field Technician for moves/adds/changes, and Data Entry Clerk, with calculations provided for a two-year contract term including overtime rates. The document includes a no-bid notice form requesting vendors unable to bid to explain their reasons to support MAA's procurement improvement efforts.
