INSTRUCTIONS TO OFFERORS
SOLICITATION FA822424R0018
PROPOSAL PREPARATION
SECTION L
(Technical Proposal Required)
PROGRAM STRUCTURE AND OBJECTIVES
1.1. The Government intends to select one small business contractor for the F-22 Horizontal Stabilizer Fixture contract. However, the Government reserves the right to award no contract if the Source Selection Authority (SSA) determines it is in the Government's best interest. The SSA will consider the Government's expected volume of work, available funding, adequate competition, and the availability of best value proposals. The Government reserves the right to award contracts without discussions.
GENERAL INSTRUCTIONS
2.1. This section provides general guidance for preparing proposals as well as specific instructions on format and content. The offeror's proposal shall include all data and information requested and shall be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered non-responsive and eliminated from the competition.
2.2. To ensure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of four (4) separate parts; Factor One - Technical Proposal, Factor Two - Price Proposal, Factor Three - Past Performance, and Part IV – Contract Documentation.
2.3. Documents submitted in response to the Request for Proposal (RFP) must be fully responsive to and consistent with the following:
Requirements of the RFP, Contract Line Item Numbers (CLIN) and the Statement of Work (SOW).

2.4. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the proposal.
2.5. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
2.6. The proposal acceptance period is specified in Block 12 of Section A (front page) of the model contract/solicitation is to be completed as 90 days. Offerors providing less than the specified calendar days for Government acceptance after the date offers are due may be considered non-responsive and may be eliminated.
2.7. In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.
2.8. The Contract Specialist (CS) is the primary point of contact for this acquisition and the Contracting Officer (CO) is the secondary point of contact. 2.9. Electronic proposal will be submitted via email to kevin.hutchison.2@us.af.mil and Shelly.Bachison@us.af.mil
2.10. Pre-Award Debriefings - The CO will promptly notify offerors of any decision to exclude them from the competitive range, whereupon they may request and receive a debriefing in accordance with FAR 15.505.
2.11. Post Award Debriefings - The CO will notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.506. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.
2.12. Discrepancies – If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the CO in writing with supporting rationale. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.
2.13. Electronic Reference Documents – All referenced documents for this solicitation are available on the Federal Business Opportunities (FedBizOpps) web site at http://www.fedbizopps.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.
2.14. Oral Presentation – Oral presentations will not be allowed.
2.15. Amendments to Solicitation – If this Request for Proposal (RFP) is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to this request by the date and time specified in the amendment(s) by signing and returning the front page of each.

2.16. Submission, Modification, Revision, and Withdrawal of Proposals
2.16.1. Proposals and modifications to proposals shall be submitted electronically to the address located in paragraph 2.9 of this document, showing the time and date specified for receipt, the solicitation number, and the name and address of the offeror. Late proposals will only be considered IAW FAR 15.208.
2.16.2. Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the proposal wrapper, other documentary evidence of receipt maintained by the installation such as e-mail receipt, or oral testimony or statements of Government personnel.
2.16.3. Proposals may be withdrawn by written notice received at any time before award.
Proposals may also be withdrawn in person by an offeror or an authorized representative, if the identity of the person requesting the withdrawal is established and the person signs a receipt for the proposal before award.
3. FACTOR ONE – TECHNICAL PROPOSAL - Limited to no more than 20 pages. Submit one (1) electronic copy. Subfactor 2 – Technical Data Requirements is excluded from the 20-page limit.
3.1. The Technical Capability Volume shall be specific and complete. Legibility, clarity and coherence are very important. Your responses will be evaluated against the Technical Subfactors defined in Section M, Evaluation Factors for Award. Offerors shall review Section M criteria to ensure the minimum requirements are met. Provide as specifically as possible the actual methodology you would use for accomplishing/satisfying each subfactor. It is imperative that you fully describe how you will meet the subfactor requirements. Do not simply copy and paste, rephrase or restate SOW language for the technical volume.
3.1. Subfactor 1 –System Description
Offeror shall provide a complete system description of the proposed fixture that meets the load cell and elevator release requirements outlined in SOW Appendix A. Performance Specification paragraphs 3 and 4 including subparagraphs.
3.2. Subfactor 2 – Technical Data Requirements
Offeror shall provide evidence of prior experience in preparing technical data packages including designing, analyzing and documenting products comparable in scope and complexity to the fixtures required for this effort. Evidence shall include at least one brief example of either drawings/models, acceptance test reports or Commercial-Off-The-Shelf (COTS) manuals. The technical data required for this effort is outlined in SOW (sections 5.3.1, 5.7 and 5.8) and Contract Data Requirements List (CDRL) A001, CDRL A002 and CDRL A003. Technical Data Requirements is excluded from the 20-page limit.
3.3. Subfactor 3 – Management
Offeror shall provide a complete preliminary project schedule in a Gantt-like chart that includes milestones leading to successful completion and delivery of each fixture. The schedule shall identify the resources (personnel and facilities) that are planned to execute the project.
The proposed preliminary project schedule timeline must be achievable utilizing the proposed resources to complete the project.
4. FACTOR TWO – PRICE PROPOSAL- Submit one (1) electronic copy.
4.1. General Instructions
The price evaluation criteria of completeness, reasonableness, balance and Total Evaluated Price (TEP) as defined in Section M of the RFP will be assessed from the information provided in this volume. Offerors shall review Section M criteria to ensure the minimum requirements are met.
3.1.2. Total Evaluated Price
4.1.2.1. Offerors shall input proposed unit and extended prices in Section B for each Contract Line Item Number (CLIN). The extended amount must equal the whole dollar unit price multiplied by the number of units. This is a Firm Fixed Price requirement.
3.1.3. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information IAW FAR 15.4 to support their proposed price.
4. FACTOR THREE – PAST PERFORMANCE.
4.1. Offerors may submit recent, relevant contracts as defined in Section M. The government will consider this information, along with information obtained from other sources e.g. Past Performance Information Retrieval System (PPIRS), customer interviews, etc.
4.1.2. Offerors are encouraged to address any performance problems/issues that the Government may identify and explain corrective action taken and current status. The Government will consider this information in determining the offerors past performance rating.
4.1.3. An offeror’s failure to address performance problems/issues within this volume does not preclude the government from using such information in determining a past performance rating.
4.1.4. Offerors shall submit all Past Performance information on Past Performance Information Sheet (Section J Attachment).
