About this file
This document provides instructions for offerors responding to Solicitation # FA4528-24-R-0002 for the renovation of Building 164 at Minot AFB into a Child Development Center. The solicitation is a 100% Small Business Set-Aside with an estimated contract value between $1-5 million. It requires a technical proposal, past performance information, and price proposal to be submitted by the proposal due date. The technical proposal should include a work plan and critical path to complete the project within the specified performance period. Past performance information is to be provided using a questionnaire that must be tracked and submitted directly by the offeror's references. The price proposal must include fully burdened pricing for all contract line items. The government intends to evaluate proposals and award a contract without discussions, so offerors should submit their best terms initially. Several amendments have been issued, including updates to the proposal due date and additional drawings/specifications.

C. Specific Instruction:
1. VOLUME I – TECHNICAL PROPOSAL:
a. The page limitation for Volume I, Written Technical Proposal, is 20 pages. The requested technical proposal shall be provided in a separate volume (e-mail attachment) labeled "Volume I – Technical Proposal".
b. The written technical proposal shall be clear, concise, and include all the information required by this provision in sufficient detail for effective evaluation. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements.
Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the Offeror’s technical proposal. The written technical proposal shall address the following subfactor to describe the Offeror’s proposed approach to performing the requirements set forth in the Specifications. For each subfactor, the Offeror shall identify risks, if any, associated with the proposed approach and actions the Offeror will take to mitigate the identified risks. If no risks/mitigations are identified in the Offeror’s proposal, it indicates the Offeror does not consider there to be any risk associated with their proposed approach.
Subfactor 1 – Work Plan
Description: This subfactor evaluates the Offeror’s work plan.
Measure of Merit: This requirement is met when the Offeror’s proposal provides a Gantt Chart (or similar) highlighting a breakdown of the items/tasks (milestones) identified in the specifications/drawings and how the Offeror plans on accomplishing each individual task within the performance period specified for the project. Additionally, the Offeror shall clearly and thoroughly depict the critical path to complete the project within the performance period.
2. VOLUME II – PAST PERFORMANCE PROPOSAL:
a. The Offeror shall submit present and past performance information for itself and any joint venture member via the Past Performance Questionnaire (PPQ) (Attachment 7). The requested present and past performance information shall be provided in a separate volume (e-mail attachment) labeled "Volume II - Past Performance". Each Offeror/joint venture member shall complete a separate PPQ for up to three (3) active or completed contracts within the past five (5) years from the issuance date of the Solicitation, that the Offeror/joint venture member considers relevant in demonstrating its ability to perform the proposed effort. (For more information on Joint Ventures and Teaming Arrangements see FAR 9.6)
b. Subcontractor Consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime Offeror without the subcontractor’s written consent. Provide a letter of consent to release past performance information to the prime Offeror from each subcontractor that will perform major or critical aspects of the requirement.
c. The Offeror shall send out and track the completion of the PPQ (Attachment 7) to each of the Offeror’s references. The responsibility to send out and track the completion of the PPQ rests solely with the Offeror - i.e., it shall not be delegated to any other entity. The PPQ must be submitted directly by the Offeror’s reference to the Government not later than the date established in this Solicitation for receipt of proposals. References may submit their completed PPQ by email to charles.kendall@us.af.mil AND daphne.rousey.1@us.af.mil or by mail to:
5 CONS/PKA-C

Once the Present/Past Performance Questionnaires are completed by your POCs, the information contained therein shall be considered source selection sensitive and shall not be released to you, the Offeror. Therefore, any exchange/contact between the Offeror/joint venture member and/or critical subcontractor and its own reference regarding comments made on the questionnaire is not permitted.
3. VOLUME III – PRICE PROPOSAL:
a. Complete blocks 14 through 20C of the Solicitation Section A, SF1442. In doing so, the
Offeror accedes to the contract terms and conditions as written in Solicitation Sections A through K. These sections constitute the model contract.
b. Prices must be entered for all items of the schedule. Total amounts submitted without prices being entered on individual items will be rejected. Additions will be subject to verification by the Government. In case of variation between the lump-sum prices and the total amount, the lump-sum prices will be considered the price submitted.
c. Quantities for unit priced items are estimated only and the respective unit price will prevail in the event of an overrun or underrun subject to Section FAR 52.211-18 “Variation in Estimated Quantities”.
