About this file

This is a Justification for Sole Source procurement document for a material under $150,000, referencing FAR 13.106 and NAVSUP 4200.85D Chapter 5. The government is procuring 3M™ Pressure Sensitive Tape, Part Number 361, in 2-inch width by 60-yard length rolls, white color, with a temperature range of -65 to 450 degrees Fahrenheit. The tape features a glass overall and cotton backing with cold, heat, and solvent resistance properties. The required delivery date is September 7, 2026.

The justification establishes sole-source authority based on proprietary specifications and compatibility requirements. The tape is coated with silicone adhesive designed for high-temperature applications, capable of withstanding intermittent temperatures up to 550°F with specific performance characteristics including 38 oz./in. adhesion to steel, 146 lbs./in. tensile strength, and 6.4 mils total thickness. The document notes this is the only tape approved for use with HOTWORK at PSNS (Puget Sound Naval Shipyard) and by C/106, with any substitute requiring C/106 approval. The manufacturer is 3M Corporate Headquarters in St. Paul, Minnesota, with distribution through PLUSSTAR, INC. in Dallas, Texas. The contracting officer, Anna Joy Avery, digitally signed the justification on July 13, 2026, with the certification date of July 15, 2026.

Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.

Tape is coated with a silicone adhesive for many applications requiring high temperature resistance, high adhesion and a very strong, abrasion- resistant backing. Can withstand intermittent temperatures up to 550°F (288°C) or higher, depending upon the type and duration of the heat source. Adhesion to Steel:38 oz./in. width. Tensile Strength:

146 lbs./in. width. Elongation at Break:9%. Backing Thickness:5.0 mils. Total Tape Thickness: 6.4 mils. Temperature Use Range: -65° to 450°F (-54° to 232°C) Each roll is marked with MFR & PART number for reference. This tape is the only one approved for use with HOTWORK in PSNS and approved by C/106 for use.

_X_ The requested material or service represents the minimum requirements of the government

CHECK & FILL IN ALL APPLICABLE BLANKS BELOW

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Just Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.

X A patent, copyright, or proprietary data limits competition. The proprietary data is:
