1.0 BACKGROUND
1.1. The United States Coast Guard (USCG) in support of the 175 (WLM) Major Maintenance Availability (MMA) is looking to attain the (30) year designed service life of the Cutter Class. The existing Aids to Navigation (ATON) Crane, Integrated Controls, & Central Hydraulic System are one of the systems requiring replacement. This Statement of Work (SOW) and the Technical Specifications require the selection and procurement of new commercially available ATON Crane, Integrated Controls, & Central Hydraulic System sets. This includes the design and components to fully integrate the new sets, address obsolescence and attain the service life of the 175 WLMs. Tentative delivery schedule would support prototype installations in FY24 and FY25 with MMA full rate production (FRP) of twelve (12) cutters between FY25 and FY34 for a maximum of fourteen (14) cutters by FY34.
1.2. A Sustainment Conference was conducted leading up to the planning of the 175 WLM MMA and Design Study Reports were conducted to determine the intended work items. The ATON Crane and Integrated Controls was identified as a high priority work item to ensure the Cutters remain mission ready and maintainable throughout their service life. The Central Hydraulic System, which services the ATON Crane and all deck equipment, also requires an upgrade.
1.3. The controls for the various pieces of buoy deck equipment are obsolete, need upgrading and relocation for ergonomic and strategic operations. The proposed work item is to replace all existing controls in the buoy deck control room with an integrated chair control system to increase visibility, ergonomics and system integration. The main intent is to improve operations from the crane control room and provide a standard method of buoy deck operations.
1.4. The Centralized Hydraulic System (CHS) consists of a single, 3-pump HPU that serves the buoy handling crane, cross-deck winches, inhaul winch, rising sheave chain stoppers, anchor windlass, and hydraulic cargo hatch. It also formerly served the griping system, but this has been disabled or removed on most cutters. The HPU consists of a common reservoir serving the 3 axial-piston pumps, each capable of producing 58.3 gpm at the design pressure of 2500 psig using ISO 32 hydraulic oil. Each pump is driven by a 75-hp motor. The pumps are pressure compensated and their operation is staged. The return piping is fitted with a seawater-cooled heat exchanger that is sized to flow 45 gpm of hydraulic oil and is supplied cooling water by the ASW system. The three Rexroth axial piston pumps installed on this HPU, at full stroke, require 92.3 hp (each) to operate at a design pressure of 2500 psig. Given the installed motors’ rating of 75 hp, this represents a 23% overload. Additionally, due to the configuration of the unit, when the pumps are idling and no services are being used, there is no flow through the pressure filters, return filters, or heat exchanger. This design causes issues with the cleanliness of the fluid in the reservoir due to the wear of running idle.
1.5. State of the market, Commercial off the Shelf (COTS) equipment is highly desirable. Equipment renewal is limited to attaining the service life of the cutter and is not meant to add additional capabilities.
1.6. This SOW describes the procurement of engineering services, technical data and equipment required to upgrade the ATON Crane, Integrated Controls, & Central Hydraulic System of the USCG 175 WLMs. The Technical Specification describes the technical requirements and testing requirements for the equipment supplied. The Technical Specification is provided as an Attachment to this SOW.
1.7. The shipboard installation of components will be performed by the USCG Yard in Baltimore, MD. This SOW DOES NOT include installation of the equipment by the Contractor, but DOES include the requirement for onsite technical support at the USCG Yard to ensure that the equipment is installed and functions in accordance with this SOW and the Technical Specifications. Development of the integrated design, and the installation and commissioning of the system will require close coordination between the Contractor and government entities including, but not limited, to USCG SFLC-Baltimore and USCG Yard.

1.9.3. Order of Precedence - In the event of a conflict between the text of this SOW and the references and requirements cited herein, this SOW takes precedence. The Contractor must notify the Contracting Officer (KO) and Contracting Officers Representative (COR) in writing for a resolution of any ambiguity or conflict found in the SOW, Technical Specifications, and references prior to proceeding with any work.

COMPONENTS, PARTS AND ACCESSORIES
1.13. Components: The baseline solution for MMA is that each hull will require (1) each ATON Crane, Integrated Controls, & Central Hydraulic System.
1.13.1. The component sets are to be arranged as follows:
1.13.1.1. ATON Crane
1.13.1.2. Integrated Controls
1.13.1.3. Central Hydraulic System
1.13.2. A typical ship set will be the replacement of the existing ATON Crane, controls, & Central Hydraulic System.
1.14. Parts and Accessories: Each component set (per Section 3.1.1.1, 3.1.1.2, or 3.1.1.3) shall consist of the required parts, plus such other accessories as are required to make a complete, self-contained functioning unit.
1.14.1. ATON Crane Sets: Each ATON Crane set shall consist of the following parts, plus such other accessories as are required to make the ATON Crane set a complete, self-contained unit that functions without dependence on any other ship auxiliary when connected to the ship’s electric and Central Hydraulic Systems. Parts and accessories include, but are not limited to:
a) Turret
b) Boom
c) Operator Chair
d) Filters
e) Emergency Load Release System

1.14.2. Integrated Controls Set: Each Integrated Controls Set shall consist of the parts and accessories required to modify the existing corresponding controls to be determined by design. The following parts, plus such other accessories as are required to make the Integrated Contols set a complete, self-contained unit that functions without dependence on any other ship auxiliary when connected to the ship’s electric system. Parts and accessories include, but are not limited to:
a) PLC
b) Primary Operator Control Interface
c) Remote Operator Control Interface
d) Operator Display Panel
e) Crane System Interfaces
f) Deck Machinery Interfaces
g) Central Hydraulic System Interfaces
1.14.3. Central Hydraulic System Set: Each Central Hydraulic System set shall consist of the following parts, plus such other accessories as are required to make the Central Hydraulic System set a complete, self-contained unit that functions without dependence on any other ship auxiliary when connected to the ship’s electric and water systems. Parts and accessories include, but are not limited to:
a) Motors
b) Pumps
c) Filter System
d) Hydraulic Tank
e) Frame Structure
f) Heat Exchanger
GENERAL REQUIREMENTS
1.15. Requirements Applicability: The Contractor shall ensure that all components, parts and accessories are consistent with the construction, performance, reliability and maintainability requirements specified within this SOW or within in the Technical Specification referenced. This SOW references the Technical Specification in addition to other engineering standards and rules.
1.15.1. TECHNICAL SPECIFICATION: ATON CRANE, INTEGRATED CONROLS, & CENTRAL HYDRAULIC SYSTEM SETS (ATTACHMENT C-1)
4.1.1.1 This Technical Specification is inclusive of all requirements applicable to a new set.
1.16. Operational Requirements: Unless otherwise specified within the Technical Specifications, all components, parts and accessories shall operate satisfactorily under the following conditions:
a) Atmospheric pressure: 14.5 psia or 100 kPa
b) Ambient temperature range: -40°F - 122°F
c) Sea water inlet temperature: 28°F - 95°F
1.17. Operating Conditions: Unless otherwise specified within the Technical Specifications, all components, parts and accessories shall operate satisfactorily and without damage to foundations or equipment (either stopped or operating) under the following conditions:
1.17.1. Survival: All equipment, components, parts, and accessories shall be designed to survive without damage up to Sea State 5 environmental conditions with a maximum vertical acceleration of 0.4 g and a maximum horizontal acceleration of 0.35 g with the crane parked on the cutter centerline, facing aft and unloaded.
1.17.2. Operational: All equipment, components, parts, and accessories shall be designed to operate without damage up to 3 ft significant waveheight, winds up to 30 knots within 30 degrees of the longitudinal centerline of the cutter, bow, or stern with a maximum vertical acceleration of 0.25 g and a maximum horizontal acceleration of 0.2 g conditions with the boom tip (6) feet outboard of the centerline of the buoy port and the crane luffed so that the crane hook is (30) feet above the water.
1.17.2.1. All equipment, components, parts, and accessories shall be designed to operate without damage up to 9 degree list athwart ship, 4 degree static list plus 5 degree dynamic list (roll), single significant amplitude (total 9 degree athwart ship) and 3.5 degree pitch.
1.18. Marine Use: The sets shall be designed and approved for marine use.
1.19. Vibration: All equipment, components, parts and accessories shall be capable of withstanding normal shipboard vibrations as defined in the requirements of MIL-STD-167-1A, Type I vibration up to and including 50 Hz. ANSI S2.26 is an acceptable alternative for MIL-STD-167-1A, Type I requirements and testing.
1.20. Cybersecurity: All components, parts and accessories shall have all wireless or Bluetooth connectivity capabilities physically disabled or removed prior to installation. After installation, connection of a Contractor or Original Equipment Manufacturer (OEM) owned maintenance machine with external wireless capability will be prohibited. Potential cybersecurity concerns shall be identified by the Contractor.
1.21. Workmanship:
1.21.1. All workmanship shall be of highest quality in all respects with close attention paid to form, fit, material, dimensions, finish, etc. all to be in full conformance with the specifications and associated drawings and documents.
1.21.2. All materials and components must be of highest quality in every respect and of new manufacture. No use of used materials or components will be permitted.
1.21.3. Any flaws detected in material or construction methods shall be resolved to the satisfaction of the Coast Guard before completing any further work.
1.21.4. Welded parts shall be free of weld spatter, porosity, undercuts and other defects.
1.21.5. Work on all critical and or load bearing parts shall only be performed by properly certified craftsmen. Contractor shall provide copies of weld quality procedures and welder qualifications upon request.
1.21.6. All parts shall be free of burrs and sharp or ragged edges.
1.22. Deviation from Technical Specifications
1.22.1. Deviation from the Technical Specifications will not be allowed unless there is a direct benefit to the USCG as approved in writing by the KO.
1.22.2. If the Contractor finds it necessary to change or deviate from the applicable requirements, a Request for Deviation (RFD) must be submitted to the KO and COR at the earliest possible time.
1.22.3. Requests by the Contractor for changes shall clearly describe the changes proposed, the reason for the changes, and the advantages of the changes proposed. Also to be included is a detailed list of additional costs or savings (if any) that would result.
1.22.4. If the proposed change involves the substitution of another material or method for one specifically required, the complete specification(s) covering the requested method or material shall be submitted.
1.23. Design Improvements
1.23.1. Proposals submitted by the Contractor for design improvements for equipment or process to simplify, provide better reliability or maintainability, and/or enhance performance, etc. are encouraged. Such proposals may be submitted at any time during the contract using the Technical Specification deviation procedures as outlined herein. The Contractor is not authorized to proceed with such deviations or changes until approved in writing by the KO.
1.24. Status Meetings
1.24.1. The Contractor shall support regular status meetings (conference calls) established by the COR on a mutually agreed day of the week, between the Contractors design team and the USCG to review status, actions, issues, Integrated Master Schedule (IMS) updates, and upcoming events. Frequency of the meetings during the preliminary design stage shall be bi-weekly (every other week), monthly after design is completed. See Attachment C-3, Contract Data Requirements List (DRL): ELC-003 / FRP-001, IMS Updates.
1.25. Section 508 Compliance: The contractor shall ensure compliance with all Section 508 Accessibility Requirements. Accessibility Requirements (Section 508). Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) requires that when Federal agencies develop, procure, maintain, or use electronic and information technology (EIT), they must ensure that it is accessible to people with disabilities. Federal employees and members of the public who have disabilities must have equal access to and use of information and data that is comparable to that enjoyed by non-disabled Federal employees and members of the public. All EIT deliverables within this work statement shall comply with the applicable technical and functional performance criteria of Section 508 unless exempt. Specifically, the following applicable EIT accessibility standards have been identified:
1.25.1. Section 508 Applicable EIT Accessibility Standards. 36 CFR 1194.21 Software Applications and Operating Systems, applies to all EIT software applications and operating systems procured or developed under this work statement including but not limited to GOTS and COTS software. In addition, this standard is to be applied to Web-based applications when needed to fulfill the functional performance criteria. This standard also applies to some Web based applications as described within 36 CFR 1194.22.
1.25.2. 36 CFR 1194.22 Web-based Intranet and Internet Information and Applications, applies to all Web-based deliverables, including documentation and reports procured or developed under this work statement. When any Web application uses a dynamic (non-static) interface, embeds custom user control(s), embeds video or multimedia, uses proprietary or technical approaches such as, but not limited to, Flash or Asynchronous Javascript and XML (AJAX) then 1194.21 Software standards also apply to fulfill functional performance criteria.
1.25.3. 36 CFR 1194.24 Video and Multimedia Products, applies to all video and multimedia products that are procured or developed under this work statement. Any video or multimedia presentation shall also comply with the software standards (1194.21) when the presentation is through the use of a Web or Software application interface having user controls available.
1.25.4. 36 CFR 1194.31 Functional Performance Criteria, applies to all EIT deliverables regardless of delivery method. All EIT deliverable shall use technical standards, regardless of technology, to fulfill the functional performance criteria.
1.25.5. 36 CFR 1194.41 Information Documentation and Support applies to all documents, reports, as well as help and support services. To ensure that documents and reports fulfill the required 1194.31 Functional Performance Criteria, they shall comply with the technical standard associated with Web-based Intranet and Internet Information and Applications at a minimum. In addition, any help or support provided in this work statement that offer telephone support, such as, but not limited to, a help desk shall have the ability to transmit and receive messages using TTY.
1.25.6. Section 508 Applicable Exceptions. Exceptions for this work statement have been determined by DHS and only the exceptions described herein may be applied. Any request for additional exceptions shall be sent to the COR and determination will be made in accordance with DHS MD 4010.2. DHS has identified the following exceptions that may apply: 36 CFR 1194.3(b) Incidental to Contract, all EIT that is exclusively owned and used by the contractor to fulfill this work statement does not require compliance with Section 508. This exception does not apply to any EIT deliverable, service or item that will be used by any Federal employee(s) or member(s) of the public. This exception only applies to those contractors assigned to fulfill the obligations of this work statement and for the purposes of this requirement, are not considered members of the public.
1.25.7. Section 508 Compliance Requirements. 36 CFR 1194.2(b) (COTS/GOTS products), When procuring a product, each agency shall procure products which comply with the provisions in this part when such products are available in the commercial marketplace or when such products are developed in response to a Government solicitation. Agencies cannot claim a product as a whole is not commercially available because no product in the marketplace meets all the standards. If products are commercially available that meets some but not all of the standards, the agency must procure the product that best meets the standards. When applying this standard, all procurements of EIT shall have documentation of market research that identify a list of products or services that first meet the agency business needs, and from that list of products or services, an analysis that the selected product met more of the accessibility requirements than the non-selected products as required by FAR 39.2. Any selection of a product or service that meets less accessibility standards due to a significant difficulty or expense shall only be permitted under an undue burden claim and requires authorization from the DHS Office of Accessible Systems and Technology (OAST) in accordance with DHS MD 4010.2.
1.25.8. All tasks for testing of functional and/or technical requirements shall include specific testing for Section 508 compliance, and must use DHS Office of Accessible Systems and Technology approved testing methods and tools. For information about approved testing methods and tools send an email to accessibility@ dhs.gov
1.26. ITAR Compliance: Parts of this contract (such as marked drawings) meet the requirements for export-controlled items and are subject to the Export Administration Regulations (EAR) (15 CFR parts 730-774) and the International Traffic in Arms Regulations (ITAR) (22 CFR parts 120-130). The Contractor shall comply with all applicable laws and regulations regarding export-controlled items, including the requirement for the Contractor to register with the Department of State in accordance with the ITAR. The Government will verify the Contractor’s ability to meet the ITAR requirements prior to providing the export-controlled items.
1.26.1. The Contractor shall be and shall maintain ITAR compliance throughout the duration of the contract in accordance with this contract's Section H.12 Export Controlled Items.
INTEGRATED SYSTEM DESIGN
1.27. Kick Off Meeting
1.27.1. Arrange a kick off meeting to be held within one week following contract award. Scheduling shall be in coordination with the KO to arrange a mutually agreeable time for meeting in person at SFLC-Baltimore to discuss the requirements in greater detail. All key Contractor personnel shall be present at the kickoff meeting. The Contractor shall create a set of meeting minutes reflecting all issues discussed during the kickoff meeting along with a list of any action items which are to be delivered electronically within five (5) business days of the kick-off meeting. See Attachment C-3, DRLs: ELC-001, Kick Off Meeting Minutes.
1.28. Integrated Master Schedule (IMS):

1.28.1. The Contractor shall develop and maintain an IMS including the following minimum information: Data Submission Schedule, Meetings and Project Reviews, and Equipment Production and Delivery.
1.28.2. The IMS shall be developed electronically and broken down into individual tasks showing the estimated completion dates for each phase of the design and procurement, and identifying the critical path.
1.28.3. The IMS shall include all elements covered under this contract. It shall also include a three (3) week review period after submission of each deliverable for USCG review and comment in accordance with Section 13.3.
1.28.4. The IMS initial draft shall be delivered prior to the Kick-Off Meeting. IMS updates shall be provided in accordance with Section 4.11, and Attachment C-3, DRLs: ELC-003 / FRP-001 IMS Updates.
1.29. ATON Crane, Integrated Controls, & Central Hydraulic System Design & Analysis See Attachment C-3, DRLs: ELC-004 and -005, Integrated System Design: (Preliminary) and (Final)
1.29.1. This SOW and the Technical Specifications require the design and selection of components to replace the ATON Crane, controls, & Central Hydraulic System to attain the service life of the Cutter. The ATON Crane, Integrated Controls, & Central Hydraulic System components, parts and accessories shall meet the specific requirements for the equipment and testing as outlined in the Technical Specification.
1.29.2. The ATON Crane, Integrated Controls, & Central Hydraulic System components specified within this SOW shall be selected as a system, integrated into the existing shipboard systems, and be designed in accordance with 46 CFR, IEEE Standard 45 – Recommended Practice for Electrical Installation on Shipboard Standard 45 (IEEE Std 45) and ABS Steel Vessel Rules, 2018 (ABS-SVR) as specified below.
1.29.2.1. 46 CFR Subchapter J – ELECTRICAL ENGINEERING
1.29.2.1.1. The requirements of 46 CFR shall apply for all electrical system components.
1.29.2.2. ABS-SVR: RULES FOR STEEL VESSELS CERTIFICATED FOR INTERNATIONAL VOYAGES
1.29.2.2.1. The requirements of ABS-SVR shall apply to the ATON Crane & Central Hydraulic System.
1.29.2.2.2. ABS-SVR does not apply to the electrical components.
1.29.2.3. IEEE Standard 45: RECOMMENDED PRACTICE FOR ELECTRICAL INSTALLATIONS ON SHIPBOARD, (see Section 2.3):
1.29.2.3.1. The requirements of IEEE Std 45 shall apply for all electrical system components.
1.29.2.3.2. Throughout the text of IEEE Std 45, the words “may” or “should” shall be replaced with the word “shall” and the word “recommended” shall be replaced with the word “required.”
1.29.3. The Contractor shall provide a design package that details the proposed ATON Crane, Integrated Controls, and Central Hydraulic System. The package shall identify the proposed component sets and other components recommended for replacement. The package shall identify a list of components and other interferences planned for removal or installation. A Weight Control Document shall be developed to support the design.
1.29.3.1. Weight Control Document. The Contractor shall define the mass/weight changes to the ship in verifiable terms. The Contractor shall identify weights as being parametric estimates, calculated/derived estimate, or actual weight. Estimated weights shall include an explanation of the basis of estimate. For systems subject to weight change based on mode of operation (e.g. fluid systems), the Contractor shall include weight estimates for all modes (e.g. wet and dry).
WORK PACKAGE
See Attachment C-4, DRLs: ELC-006 and -007, Work Package: (Preliminary) and (Final).
1.30. General Requirements
1.30.1. USCG Review & Approval. All drawings, diagrams, instructions, plans and any other documentation submitted as part of the work package are to be provided to the USCG for review, comment, and approval prior to final submittal.
1.30.2. Drawing Requirements. All drawings shall be produced in two-dimensional (2D) computer aided design (CAD) in a format backwards compatible to AutoCAD® 2009 and furnished in AutoCAD® 2017 compatible (.dwg) file format. Drawings shall make reference to and be consistent with all other related drawings. Drawings shall be produced to a commercial shipyard production level of detail. Drawings shall include weight reflecting all installed equipment and materials.
1.31. ATON Crane Set Documentation
1.31.1. ATON Crane Set Drawings and Particulars. The Contractor shall provide the ATON Crane Drawings, Technical Specifications, Technical Publications and particulars to include at a minimum the following:
a) Description and diagrams of crane and on-crane systems (e.g. hydraulics, electrical, controls, e-stops, etc.)
b) General arrangement drawings
c) Design and Interface report
d) Crane calculations
e) Control system diagram
f) Emergency load release system
g) Maintenance envelopes
1.31.2. Equipment Assembly Drawings. Drawing shall identify the major components and their locations on the ATON Crane sets. Assembly drawings shall include weights and centers of gravity of ATON Crane sets as whole and separate weights and centers of gravity for the major components (turret, boom, operator chair, etc). All new and existing lifting pad-eyes on the new equipment shall be identified and specified. Identify and provide details for any special lifting devices that may be required.
1.31.3. Equipment Arrangement and Maintenance Access Requirements Drawing. Provide scaled drawing showing the ATON Crane sets in plan view, end view(s), and elevation view with overall dimensions identified. Additionally in the respective views show the required offsets/access areas for maintenance of the ATON Crane sets.
1.31.4. Shipboard Electrical Wiring and Controls Interface Drawing. A detailed drawing to include all power and control wiring to integrate the ATON Crane sets into the shipboard electrical system. Drawing shall include all wiring connections with the existing shipboard electrical system. Show all components, interconnections and interfaces with other systems. Drawing shall clearly identify existing shipboard wiring and connection with new wiring. Drawing shall clearly identify wiring size, rating and type.
1.31.5. Shipboard Mechanical Interface Drawing. A detailed drawing to include all components and mechanical connections such as valves and piping connections, which can be disconnected in the course of normal servicing on the ATON Crane sets. Permanent joints such as threaded, welded or soldered pipe connections need not be depicted. Affected systems include the new Central Hydraulic System, The drawing should identify the following for the ATON Crane set:
a) Provide plan, end, and side elevation views of ATON Crane set with relative dimensions identifying the mechanical interface connection locations. Connections should be identified as to particular auxiliary service.
b) For each mechanical connection identify the connection size, connection type, material type and detailed description for interface to shipboard system.
c) Required flow rates, pressures, direction, settings, standard pipe or hose size, etc.
d) Any other special piping requirements or considerations for connection to items required but not mounted on ATON Crane (i.e. control/bypass valves, strainers etc.)
1.31.6. Shipboard Pedestal Mounting Interface Drawing. Provide a detailed drawing indicating the new ATON Crane turret matching up to the existing Cutters pedestal. Drawing shall specify the bolting pattern for securing the ATON Crane turret to the Cutter. Details should include required bolt sizes/grades (provided by contractor) and installation torque requirements.
1.31.7. Material Documentation Report. For each crane delivered, the Contractor shall provide a Material Documentation Report to the Contracting Officer and the COR verifying the materials used on the crane, particularly cold- weather compatible or unusual materials.
1.31.8. Pull Test Certifications. Contractor’s pull test certification for all handling equipment including wire rope assemblies and hooks shall be provided.
1.32. Integrated Controls Set Documentation - The Contractor shall provide the Integrated Controls Drawings, Technical Specifications, Technical Publications and particulars to include at a minimum the following:
a) Description and diagrams of Integrated Controls and systems (e.g. hydraulics, electrical, controls, e-stops, etc.)
b) General arrangement drawings
c) Design and Interface report
1.32.1. Equipment Assembly Drawings. Drawing shall identify the major components and their locations in the Integrated Controls sets. Assembly drawings shall include separate weights for the major components (PLC, control panels, etc). All new and existing lifting pad-eyes on the new equipment shall be identified and specified. Identify and provide details for any special lifting devices that may be required.
1.32.2. Equipment Arrangement and Maintenance Access Requirements Drawing. Provide scaled drawing showing the Integrated Control sets in plan view, end view(s), and elevation view with overall dimensions identified. Additionally in the respective views show the required offsets/access areas for maintenance of the Integrated Control sets.
1.32.3. Shipboard Electrical Wiring and Controls Interface Drawing. A detailed drawing to include all power and control wiring to integrate the Integrated Control sets into the shipboard electrical system. Drawing shall include all wiring connections with the existing shipboard electrical system. Show all components, interconnections and interfaces with other systems. Drawing shall clearly identify existing shipboard wiring and connection with new wiring. Drawing shall clearly identify wiring size, rating and type.
1.33. Central Hydraulic System Set Documentation
1.33.1. Central Hydraulic Set Drawings and Particulars. The Contractor shall provide the Central Hydraulic System Drawings, Technical Specifications, Technical Publications and particulars to include at a minimum the following:
h) Description and diagrams of hydraulic system and on-hydraulic systems (e.g. electrical, controls, e-stops, etc.)
i) General arrangement drawings
j) Design and Interface report
k) Hydraulic system calculations
l) Control system diagram
m) Maintenance envelopes
1.33.2. Equipment Assembly Drawings. Drawing shall identify the major components and their locations on the Central Hydraulic System sets. Assembly drawings shall include weights and centers of gravity of Central Hydraulic System sets as whole and separate weights and centers of gravity for the major components (motors, pumps, tanks, heat exchanger, etc). All new and existing lifting pad-eyes on the new equipment shall be identified and specified. Identify and provide details for any special lifting devices that may be required.
1.33.3. Equipment Arrangement and Maintenance Access Requirements Drawing. Provide scaled drawing showing the Central Hydraulic System sets in plan view, end view(s), and elevation view with overall dimensions identified. Additionally in the respective views show the required offsets/access areas for maintenance of the Central Hydraulic System sets.
1.33.4. Shipboard Electrical Wiring and Controls Interface Drawing. 1.33.6. Any other special piping requirements or considerations for connection to items required but not mounted on the Central Hydraulic System (i.e. control/bypass valves, strainers etc).
1.34. Coast Guard Machinery Control and Monitoring System (CGMCS) Interface Design Document (IDD)
1.34.1. The Contractor shall provide an Interface Design Document (IDD) for CGMCS. The IDD shall provide information in sufficient detail to allow the remote control and monitoring of the contractor provided system by the Coast Guard Machinery Control and Monitoring System (CGMCS). The IDD shall provide a summary of the parameters, controls and signals being provided to the CGMCS from the Central Hydraulic System. The list of parameters, controls and signals required to/from CGMCS, as well as communications protocols, are identified in Section 3.0 of ATTACHMENT C-1. In addition to identifying the parameter/control, the IDD shall include all system Inputs and Outputs (I/O) and shall describe the physical, electrical and data properties of the I/O. Development of the IDD will require close coordination between the Contractor and the USCG to ensure accurate communications between the Contractor provided equipment and the CGMCS.
1.35. Human Machine Interface (HMI) Requirements
1.35.1. The Contractor shall provide an HMI requirements or drawings that show the various screen layouts of local control panels for the ATON Crane, Integrated Controls, and Central Hydraulic System sets. The requirements or drawings should also show any HMI interfaces. Interfaces shall meet requirements of ASTM F1166-07.
QUALITY ASSURANCE, TESTS AND INSPECTION
1.36. Quality Assurance
1.36.1. Quality Assurance Plan - The Contractor shall provide and maintain an inspection system which shall ensure each item offered to the USCG for acceptance conforms to the contract requirements. The system shall be documented, available for USCG review, and meet the requirements of ANSI/ASQC Q9001, see Section 2.3, and Attachment C-3, DRL: ELC-008, Quality Assurance Plan.
1.36.1.1. Conformance - The Contractor shall provide complete dimensional and technical data and criteria (including material composition certifications) with detailed parameters and min/max tolerances for use by the QA representative in verifying conformance to OEM standards, specifications and drawings. As proof of conformance, the Contractor shall provide all Objective Quality Evidence (OQE) documenting that parameters at delivery are within manufactures’ tolerances for each item offered to the USCG for acceptance. Examples of this data include installation/dimensional drawings, testing pass/fail criteria and measurements, installation pass/fail criteria and measurements, baseline measurements for condition monitoring and trending, FAT testing results, ABS SVR certifications and OEM QA testing results.
1.36.1.2. Calibration System - The contractor, as well as any subcontractors, shall maintain a test equipment calibration program in compliance with ANSI/NCSL Z540.3, (see Section 2.3), for all equipment provided under this SOW. The program shall be documented and traceable to the National Institute of Standards (NIST). The calibration system records shall be maintained for inspection for the duration of any contract referencing this SOW.
1.37. Factory Tests and Inspections - The inspections and/or tests required herein are the minimum necessary and are not intended to replace any controls, examination or tests normally employed by the Contractor to assure the quality of the product.
1.37.1. Responsibility for Compliance - All items shall meet the provisions of the Sections of this SOW and the Technical Specifications. The inspections set forth in this SOW and the Technical Specifications shall become part of the Contractor's overall inspection system or quality program. The absence of any inspection requirements in the SOW or Technical Specifications shall not relieve the Contractor of the responsibility of assuring that all products or supplies submitted to the USCG for acceptance comply with all requirements of the contract. Sampling for quality conformance does not authorize submission of known defective material (either indicated or actual) nor does it commit the USCG to acceptance of defective material.
1.37.2. Responsibility for Inspection - The Contractor is responsible for the performance of all inspection requirements (examinations and tests) as specified herein. Except as otherwise specified in the contract or purchase order, the Contractor may use his own or any other facilities suitable to meet the requirements of this SOW and Technical Specifications for the performance of the inspections and tests. The USCG reserves the right to perform or witness any or all of the inspections and tests set forth in this SOW and Technical Specifications at any time.
1.37.3. Scheduling - The Contractor shall notify the Coast Guard KO and COR at least fourteen (14) calendar days prior to any inspections or testing.
1.37.4. Procedures - The inspections and/or tests required herein shall conform to all controls, examination or tests normally employed by the Contractor to assure the quality of the product and as required to comply with the Technical Specifications. The Contractor shall develop and submit the test procedures for all equipment identified in Section 9.1. In the case of a failed part or component, the Contractor shall, repair or replace the failed part with KO approval, and continue testing, unless the KO or his representative requests a total retest. See Attachment C-3, DRLs: ELC-014 / FRP-002, Factory Test and Inspection Procedures
1.37.4.1. ATON Crane, Integrated Controls, & Central Hydraulic System Sets – The Contractor shall perform Tests & Inspections at the factory in accordance with the plans and procedures within the provided Testing Specification provided as ATTACHMENT C-2.
1.37.5. Alternate Testing Certifications – The Contractor may provide any alternate testing certifications for review and consideration by the USCG. The original DHS Form 700-21 shall be forwarded to the Coast Guard KO and COR.
1.37.6. Records - The Contractor shall create and maintain records of all tests and inspections and submit them to the KO and COR. The records at a minimum shall indicate the nature and number of observations made, the number and type of deficiencies found, and the corrective action taken. The records shall also include the names of all personnel involved in either the testing or observation of the test. The Contractor shall provide the KO and COR with completed copies of the certification testing results upon completion of testing. A copy of the test certification, including any tests by outside vendors or tests of subcontracted materials, must be provided to the KO and COR when issued. See Attachment C-3, DRLs: ELC-015 / FRP-003, Test Records and Test Reports.
1.37.7. Reports - The Contractor shall provide reports for all tests and inspections and submit them to the KO and COR for USCG review and approval. The reports shall include the description of test setup and procedure, photographs, logs of times for start and finish and all measurements taken during the test. See Attachment C-3, DRLs: ELC-015 / FRP-003, Test Records and Test Reports.
1.37.8. Acceptance - Prior to USCG acceptance of any equipment, a Corporate Officer of the Contractor, authorized to legally bind the corporation, shall complete and sign DHS Form 700-21 certifying that the equipment was manufactured, inspected, and tested in accordance with OEM specifications, standards, and drawings. A copy shall be provided to the Quality Insurance Inspector.
1.38. Shipboard Integration Testing Plan - The Contractor shall develop shipboard integration testing specifications for use by the installing activity. The specifications shall fully address all features and capabilities of the ATON Crane, Integrated Controls, and Central Hydraulic System and shall fully demonstrate the proper installation, startup, operation and shutdown of all equipment and subsystems. At a minimum the Shipboard Test Plans shall include the following: (Also see Attachment C-3, DRLs: ELC-010 and -011, Shipboard Integration Testing Plan: (Preliminary) and (Final).
1.38.1. ATON Crane, Integrated Controls, & Central Hydraulic System Sets – The Contractor shall perform Tests & Inspections shipboard in accordance with the plans and procedures within the provided Testing Specification provided as ATTACHMENT C-2.
1.38.2. Prior to the start of the test, verify the proper operation of all lube oil systems, cooling water systems, and all attached accessories for 24 hours.
1.38.3. Test will verify proper operation of the ATON Crane, Integrated Controls, and Central Hydraulic System in all operating modes from all control locations. Demonstrate all control functions, safety devices/trips, emergency stops, interlocks, and all sensing and monitoring devices. During the dock trial, observe hydraulic system function, cooling water system function, system temperatures and pressures, and filter differential pressures. Record data as required by the testing plan.
1.38.4. The Contractor shall include all test report data sheets to be used for testing of the installed system.
PACKING, PRESERVATION, MARKING AND SHIPPING
1.39. Packaging, Preservation and Marking Plan - The Contractor shall prepare a Preservation, Packaging and Marking Plan. All machinery, equipment, and parts supplied under this contract shall be preserved, packaged and marked for shipping as Parts in accordance with USCG Specification D-084-0481, (see Section 2.3). The plan shall discuss the proposed preservation and packaging methods for the ATON Crane, Integrated Controls, and Central Hydraulic System equipment and all parts. The plan shall also have draft samples of all proposed markings. All components supplied under this contract shall be individually packaged for shipment. The approved Packaging, Preservation, and Marking Plan shall be provided to the KO and COR prior to the preservation, packaging and marking of any equipment. See Attachment C-3 DRL: ELC-009 Packaging, Preservation, and Marking Plan.
1.39.1. Packing Inspection - The KO and COR shall be notified at least seven (7) calendar days prior to the preservation, packaging, and marking of the completed units. The USCG reserves the right to inspect the preservation, packaging, and marking of all ATON Crane, Integrated Controls, and Central Hydraulic System components and parts prior to release for shipment.
1.39.2. Preservation - Preservation instructions shall be completed as per Contractor specification manual for long term outdoor storage (at least one year) in temperatures ranging from -10 F to 110 F and dew point up to 80 F unless otherwise directed by the KO.
1.39.2.1. After completion of factory testing and inspection, all fluid connection points shall be sealed and protected from entry of dirt and moisture.
