Section C - STATEMENT OF WORK Dirab Airbase Follow-on Repair and Modification
Ministry of National Guard – Dirab Airbase
Riyadh, Saudi Arabia
1 General
1.1 Project Description
1.1.1 The Ministry of National Guard (MNG) Aviation Airbase at Dirab was constructed recently. The Contractor (KTR) shall repair and modify items as mentioned in this Statement of Work (SOW) to bring facilities and airfield into compliance with relevant codes and regulations. In general the KTR shall repair and/or modify various Air Traffic Control Tower (ATCT) Control Cab discrepancies to bring the Control Cab in compliance with UFC 4-133-01, survey and paint various airfield markings, install Airfield signage, survey and paint Compass Rose pad.
1.1.2 This is a Design-Build (DB) requirement. As such the KTR shall include licensed engineer and qualified staff to accomplish all requirements outlined in this SOW.
1.1.3 The project site is located at the MNG Aviation Airbase in Dirab, south-west of Riyadh, Kingdom of Saudi Arabia (KSA).
1.2 Period of Performance
1.2.1 All work (design and construction) muct be completed and the facilities ready for occupancy no later than one hundred and eighty (180) calendar days after Notice to Proceed (NTP) is issued.
1.2.2 On rare occasions, Government may notify the KTR to stop partial or all work for a period of time to allow MNG conduct various operations. In these instances, KTR will be allowed to request extension to the period of performance and equitable adjustment.
1.3 Work Hours & Holidays
1.3.1 Regular work shall be performed Sunday through Thursday. Work hours within the ATCT shall be between 0700 and 1300 hours, and airfield/apron areas between 0700 and 1800 hours. Work during KSA holidays are not allowed. Activities requiring formal inspection cannot be schedules during KSA and US holidays. KTR may submit a waiver request to the Contracting Officer (KO) requesting temporary approval to work beyond the regular working hours. The waiver request shall be submitted in writing at minimum seven (7) calendar day in advance of the proposed work. KTR shall ensure work conducted outside of regular working hours is still open/exposed such that Government can inspect work during regular working hours. Approval of the waiver will only be provided, if the work is deemed necessary and found to be in the best interest of the Government. The KTR shall proceed to schedule work during these periods only after receiving written approval from the KO.

2 General Sequence of Work
2.1 General Sequence after Contract Award
2.1.1 Pre-NTP Submittals
2.1.1.1 Upon contract award, the KTR will be required to complete several preparatory actions before Notice to Proceed (NTP) is issued. Preparatory work includes: (i) providing KTR’s Project Management Team, (ii) obtaining required Gate Passes for employees and vehicles, (iii) submittal of Work Schedule, and (iv) Progress Payment Breakdown. No actual work on the project site is authorized until NTP is issued.
2.1.1.2 KTR’s Project Management Team – Submit a list of key project personnel with their phone numbers and email addresses; include their responsibility on the project. At minimum the list should include: Project Manager, Site Superintendent, Quality Control Officer and Site Safety Officer. Note that Quality Control Officer and Site Safety Officer is required to be onsite when construction activities are being accomplished. KTR may also appoint alternates for each key project personnel allowing the primary key personnel to leave site if necessary. KTR shall ensure that all key project personnel are English-speaking.
2.1.1.3 Gate Passes – Dirab Airbase is a MNG military base and requires MNG authorization for access.
KTR personnel performing work on Dirab Airfield will be issued identification badges in order to gain access through all security entry/exit gates. Provide all Iqamas, driver licenses, and vehicle registration to Contractor Security Liaison for processing no later than three (3) calendar days after contract award.
Due to the nature of sensitive materiel and equipment in the Dirab ATCT, escort of KTR personnel may be required in accordance with MNG AVN TC 3-04.81.
2.1.1.4 Work Schedule – Submit a detailed work schedule showing sequence of work, key design and construction milestones including critical paths necessary to complete all work within the specified Period of Performance (PoP).
2.1.1.5 Progress Payment Breakdown – Using USACE ENG Form 93, submit a detailed progress payment breakdown showing costs associated with various design and construction activities. Cost breakdown shall be detailed and logically arranged to allow the Government the ability to determine and verify periodic and cumulative progress based on deliverables and construction inspections.
2.1.2 Notice to Proceed (NTP)
2.1.2.1 Upon approval of pre-NTP submittals, the KTR shall submit written request to the KO requesting NTP. Request shall be submitted at minimum five (5) calendar days prior to the desired NTP date. The KO may issue NTP unilaterally before KTR submits request for NTP.
2.1.3 Design Requirements
2.1.3.1 The KTR shall provide all labor, material, plant, tools, equipment and services required to successfully accomplish the provisions of this SOW. Work required to be performed by the KTR shall result in complete, fully functional and operational systems ready for MNG use meeting the requirements outlined in this SOW.

2.1.4 Mobilization
2.1.4.1 As mentioned above, this is a DB requirement, as such the KTR may commence mobilization onsite as soon as design development has reached substantial completion.
2.1.4.2 The KTR shall develop and submit a Site Laydown Plan for approval. The approved Site Laydown Plan shall be strictly followed during mobilization. Deviation from the approved Site Laydown Plan will not be allowed without explicit prior approval in writing.
2.1.5 Repair and/or Modify Facilities and Infrastructure
2.1.5.1 The KTR shall commence onsite activities only after substantial completions of design development. All work shall be in strict compliance with approved design d drawings, design specifications, manufacturer’s recommendation and applicable industry standards when not specified elsewhere in contract.
2.1.5.2 Before commencing any work, KTR shall ensure all applicable material submittals has been submitted for approval. Do not purchase or conduct work until the material submittal has been returned as approved. All material submitted to the Government for approval shall be compliant with design drawings and specifications. The KTR shall allow a minimum of seven (7) calendar days for review of the submittal for approval or disapproval. Disapproval of submittal shall not be the base for any delay claims.
2.1.5.3 Progress Meetings – Upon contract award, on a bi-weekly basis the KTR shall host a progress review meeting to inform the Government work already performed, work ongoing, and upcoming work.
Additionally the KTR shall also discuss schedule, submittals, payment and any other issues. The KTR shall work with the COR to develop an acceptable format for the progress meeting report.
2.1.5.4 Inspection and Acceptance – Inspections and final acceptance will be made as different phases of work is completed by the KTR with the following additional provisions:
2.1.5.4.1 Government reserves the right to conduct inspections at any time during construction. Any issues identified that are not in accordance with this SOW will be corrected at no additional cost.
2.1.5.4.2 KTR is responsible for quality control and is responsible to ensure that all work conforms to the requirements of this SOW.
2.1.5.4.3 Pre-installation Inspections – Shall be performed prior to beginning any new work activity. It shall include a review of contract requirements; a check to assure that all materials and/or equipment have been tested, submitted, and approved; a check to assure that provisions have been made to provide required control testing; examination of work area to ascertain that all preliminary work has been completed; and a physical examination of materials and equipment to assure that they conform to approved drawings or submittal data and that all materials and/or equipment are on hand. Attendance at the pre-installation inspections is mandatory for the KTR’s Quality Control and Site Safety Officer.

2.1.5.4.4 Final Inspection – The KTR shall coordinate with the KO and COR to conduct a final inspection that encompasses all phases of the installed project. This inspection shall include a review of the “as-built” drawing as well. Final inspection proceedings shall be documented by the Contractor with a sign-in sheet and sent to the Contracting Officer’s Representative immediately for record. Attendance at the final inspection is mandatory for the Contractor’s Project Manager, Site Superintendent, Quality Control and Site Safety Officer.
2.1.5.4.5 The KTR shall make sure that the work is ready for all inspections. The presence of an unreasonable number of deficiencies (15 or more items), may cause the inspection to be rescheduled.
2.1.5.4.6 The KTR shall give the Government a minimum five (5) calendar days’ notice for all requested inspections in writing. Inspections shall be staggered such that no two inspections occur at the same time.
2.1.5.5 Site Utilities – Certain locations may not have utilities nearby. The KTR shall plan to provide all necessary temporary utilities necessary to complete all work specified in this SOW.
2.1.5.6 Utility Outages – Shall be defined as a stoppage of electric, potable water, or sewer serving all or a part of a facility effecting occupied areas. All utility outages shall be coordinated not less than fourteen
(14) calendar days prior to the time of the required outage. Written approval must be obtained before the outage. All work shall be coordinated and arranged to ensure that the outage will be of minimum duration. Once a utility outage is arranged and work begun, work shall continue until all utilities are restored.
2.1.5.7 Safety – KTR shall perform all work in accordance with the requirements of latest USACE EM 385-1-1.
2.1.5.8 Site Security – KTR shall be responsible for the safety and security of its own materials, equipment or personnel. Government is in no way shape or form responsible for the security of Contractor owned property or its personnel.
2.1.5.9 Site Cleanup – KTR shall maintain a high standard of site cleanliness during construction. All construction debris or trash generated from onsite activities shall be cleaned up at the end of each working day and removed from project site completely or stored in designated areas as approved on the Site Layout Plan. If the items mentioned before could become airborne they shall be placed in lidded refuse containers immediately. Clean up of the work site shall include construction area, office area, material storage area, break area and any other areas affected by the construction process. Any dirt or mud which is tracked outside the project area to any street or parking area shall be cleaned away daily.
2.1.5.10 Worker Control – KTR shall be responsible for the conduct of workers on this project. Workers shall not wander from the job sites. Any temporary facilities brought to the site for provided shall be maintained in a clean and hygienic condition.
2.1.5.11 Progress Payments – KTR may submit a request for payment of completed work no more than once per month. Payment requests shall include: (i) invoice letter, (ii) sub-contractor payment certification letter, (iii) cost breakdown and progress for all CLINs using ENG Form 93, and (iv) an
C-5 updated work schedule to show actual progress in relation to planned progress. Prior to submitting the request for progress payment, KTR shall coordinate with COR and conduct a joint progress inspection.
This inspection shall use Progress Payment Breakdown to record the result of the progress inspection.
KTR’s request for progress payment shall be based on the results of the joint progress inspection.
Regardless of the work completed, Government will hold that last 10% of this project value until project closeout is complete. This amount will be released to the KTR at the time of final payment.
2.1.6 Demobilization
2.1.6.1 Upon completion and acceptance of all work, KTR shall remove all remaining debris, materials, equipment, fencing, temporary buildings or utilities installed to support the work on this contract. The site shall be fully restored to a clean condition. Any damage to streets, fences, or other facilities caused by mobilization or de-mobilization shall be restored by the KTR to original or better condition.
2.1.7 Project Closeout
2.1.7.1 As-built Drawings – KTR shall provide complete detailed as-built drawings for the entire project showing all changes. The drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Drawings shall be provided to the Government on A2 size hard copy, standard black line quality paper and electronically on AutoCAD and as PDF on CD. Preliminary as-built drawings shall be submitted for Government review and approval. The preliminary as-built shall be submitted concurrently with the request for pre-final inspection. Upon approval of the preliminary as-built, KTR shall submit the entire final set of hard copy and electronic as-built drawings for final approval and acceptance. The final as-built drawings set shall contain two (2) complete hard copies and two (2) electronic copy (CAD and PDF files) and shall be submitted within five (5) working days of the final acceptance of the project.
2.1.7.2 O&M Manuals – KTR shall submit for approval, any and all Operation & Maintenance (O&M) manuals. Two (2) copies of each O&M Manual shall be provided in a bound booklet format, letter or A4 size paper, with plastic covers. In addition, two (2) copies of each O&M manual shall be provided in electronic format, Adobe PDF or MS Word, on a CD.
2.1.7.3 Warranty – KTR is required to warranty all work performed under this contract. The warranty period shall extend from the date of final acceptance of the work for a period of one (1) year, excluding items specified here that require longer warranty periods and extended warranties of equipment/materials given as normal practice by manufacturer. All warranty calls will be issued in writing to the KTR by the facility user. The KTR shall respond to the warranty calls within the following time frame: (i) Emergency – within 1 hour of receiving the notice, (ii) Urgent – within 6 hours of receiving the notice, and (iii) Routine - within 24 hours of receiving the notice.

3 Design Requirements
3.1 Design Development
3.1.1 The KTR shall be responsible for developing the complete design to comply with the provisions of this SOW and obtaining Government approval. Design package includes the development of the following: (i) design drawings, (ii) design specifications, (iii) design calculations, (iv) material selection, (v) Site Laydown Plan, (vi) Site Safety Plan (SSP), (vii) Construction Quality Control Plan (CQCP), and (viii) submittal registry. Finalized approved design drawings shall be stamped “For Construction” and shall be available on site prior to commencing construction activity.
3.1.2 Upon review of the of design submittal, Government may furnish review comments on the submittals. Any review by the Government of technical items shall not be construed to relieve the KTR of responsibility for technically correct and complete documents in compliance with applicable codes, industry standards, and the requirements of this SOW. KTR shall comply with the review comments in the development of subsequent design submittals. Any comment non-concurred by the KTR shall be justified with a narrative. The KTR shall allow minimum of seven (7) calendar days for review of the submittal for approval or disapproval. Disapproval of submittal shall not be the base for any delay claims.
3.1.3 Request for Information – KTR shall submit all question, clarification or information requests in writing. The KTR shall allow a minimum of five (5) calendar days for Government response.
3.1.4 Design Criteria – KTR shall identify and comply with applicable: (i) Saudi Arabian regulations as well as (ii) US Department of Defense (DoD) and Army statutes and regulations. Special attention shall be paid to: UFC 4-133-01, UFC 3-260-04, FAA AC 1505350, AIM – Vehicle Roadway Stop Bars, ICAO Annex, Vol 1, Appendix 4, and GACA Section 14 Vol II.

4 Repair and/or Modify Facilities and Infrastructure
4.1 The ATCT Control Cab window glasses were installed at an outward angle of 6.5 degrees which produces multiple and simultaneous reflections and visual illusions on the interior of windows. Window reflections and visual illusions present a high risk to safety of flight, as the ability of air traffic controllers to view aircraft movement areas is degraded. The Contractor (KTR) shall repair and/or modify the ATCT Control Cab windows to meet the requirements of UFC 4-133-01, para 4-1.2.9 (see J-1 Figure 1).
4.1.1 Control Cab glass must be low-iron glass to optimize visible light transmittance. Tinted glass or heat strengthened glass must not be used for the cab glass. Low-E coated glass may be used with the understanding that the coating may reduce visible transmittance. Coordination with HVAC design must take place during planning and design phases to determine the acceptable heat transmission for the low-E coated glass.
4.1.2 Control Cab glass must slope at an outward angle of 15 degrees from vertical (see J-1 Figure 1).
4.1.3 Use double pane glazing unless design conditions dictate otherwise.
4.1.4 Window units must be constructed with a metal or composite plastic perimeter or a unitized extruded aluminum system frame. The frame must be bonded to the glass to provide an airtight, waterproof, and vapor proof seal.
4.1.5 Control Cab glass must meet site-specific wind load and seismic requirements. Glass must allow light gun red, white and green light from inside the ATCT to the outside.
4.2 The KTR shall repair and/or modify the ATCT Control Cab window mullions to meet the requirements of UFC 4-133-01, para 4-1.2.10 (see J-1 Figure 2).
4.2.1 Minimize control cab window mullions for air traffic controller visibility. Window mullions should not be directly in the line of sight to critical aircraft movement areas such as the approach ends of the runways.
4.2.2 To minimize sun reflections and hindrance of night vision, cab window mullion and column finishes must be a non-reflective dark color, and must incorporate a high performance anti-corrosion protection coating. Particular attention must be paid to prevent sunlight reflections from the windowsills and mullions. Consider butt glazing in place of non-load bearing mullions.
4.3 The KTR shall install window sunshades in the ATCT Control Cab to meet the requirements of UFC 4-133-01, para 4-1.2.11 (See J-1 Figure 3).
4.3.1 Window shades are required at all ATC TWRs for use in bright sunlight and snow conditions.
Shades must meet specifications listed in this SOW and UFC 4-133-01. The number of shades will be determined locally and will be on all sides of the ATCT to reduce rear and side reflections.
4.3.2 Provide manually-operated window sunshades for the ATCT Control Cab windows. Refer to FAA- E-2470b, Transparent Plastic Window Shades and FAA-ANI-300-380, Transparent Plastic Window Shades. The shades must be at least 0.125 mm thick, color smoke gray, body dyed, supported by rollers with constant tension. Follow slope of windows and match size and shape of each windows. Manual
C-8 operation is preferred - electric rollers are not encouraged. “Mini-blinds” or opaque, semi opaque, or mesh type shades are prohibited.
4.4 The KTR shall repair and/or modify the ATCT Control Cab roof access hatch and pull-down ladder to meet the requirements of UFC 4-133-01, para 4-1.2.13 (see J-1 Figure 4).
4.4.1 A personnel access hatch and ladder/stairs is required to transit from the control cab to the roof. The opening between the suspended ceiling and the roof is required to be enclosed around the hatch opening and painted flat black on the inside. The portion of the hatch, which is visible when stowed, must also be painted flat black.
4.4.2 The access hatch must be provided with a concealed pull-down/retractable ladder with integral grab rail. Include OSHA-compliant railing and gate at roof access hatch.
4.4.3 The location of the roof hatch and ladder must not be over the controller position cabinetry.
Additionally, it is essential that the location of where the roof ladder will bear on the raised access flooring be shown on the design drawings. This will confirm that the extended ladder does not interfere with the controller position cabinetry. The bearing feet of the ladder must rest on the finished floor when the ladder is fully extended.
4.5 The KTR shall paint and/or install Visual Aid to Navigations – Airfield Signs and Markings in accordance with UFC 3-260-04, International Civil Aviation Organization (ICAO) Annex 14 Vol I & II and General Aviation Civil Authority (GACA) Section 14, Vol I & II Aerodrome Operations and Design as described below.
4.5.1 For Runway, Rotary Landing Lanes, Helipads and Taxiways Markings and Signs:
4.5.1.1 Remove and re-paint Runway non precision marking including Threshold, center line, aiming point marking IAW UFC 3-260-04 Chapter 5 (see J-1 Figure 5 and 6).
4.5.1.2 Remove and re-paint Three (3) Rotary Landing Lanes Markings IAW UFC 3-260-04 Figure 7-7 and locally-produced diagram (see J-1 Figure 6 and 7).
4.5.1.3 Paint Helipads Markings on Taxiway Charlie at Taxiways Delta and Foxtrot intersections IAW UFC 3-260-04, Para 7-5 and Figure 7-5 (see J-1 Figure 20 and 21 for Airfield Diagram for location reference).
4.5.1.4 Paint Taxiway Markings on Taxiway Golf 1 and Taxiway Foxtrot to connect with Taxiway Golf 2 (see J-1 Figure 17).
4.5.1.5 Remove, survey and repaint Taxiway Markings on Delta between Taxiways G1 and G3 (see J-1 Figure 18).
4.5.1.6 Add Taxiway lead-in lines in both directions to all parking spots/stands (see J-1 Figure 19).
4.5.1.7 Remove all Taxiway lead-in line to Sunshade parking stands.

4.5.1.8 Perform site surveys at the Project site to determine Runway 17/35 Magnetic azimuth heading.
Replace/revise the legend text panel of all Runway and Rotary Landing Lanes mandatory signs, if Runway Magnetic heading survey mandates changes.
4.5.1.9 Replace the legend text panels of all Taxiway Informational Signs to reflect revised Taxiway Designations layout (see J-1 Figure 21).
4.5.1.10 Use white Thermoplastic (Hot Melt) and Glass Beads TT-B-1325, TYPE I, II, or III for all Runway and Rotary Landing Lanes Asphalt Surfaces Markings IAW Airport Markings Manual 3.2.2.3.
4.5.1.11 Use yellow Thermoplastic (Hot Melt) and Glass Beads TT-B-1325, TYPE I, II, or III for all Taxiway Asphalt Surfaces Marking - IAW Airport Markings Manual 3.2.2.3.
4.5.2 For Movement Area Boundary – Vehicle Lanes Stop Bars – Apron Stands Designation Markings – VOR Check Point Signs/Markings:
4.5.2.1 Paint VOR Receiver Markings on Taxiway Bravo and Alpha (see J-1 Figure 8).
4.5.2.2 Install VOR Check Point Signs – The VOR Checkpoint Signs Siting, Colors, and Dimensions will be IAW AC 1505350-18F. The VOR Checkpoint Signs Legend Texts Panel format will be IAW ICAO Annex 14 Vol I Figure 5-33, Sample D (see J-1 Figure 9 and 10).
4.5.2.3 Remove all Vehicle Lane roadways on Taxiway Echo, Foxtrot, Golf 1, Golf 2 and Golf 3. Remove Vehicle Lane roadway on Taxiway Delta between Golf 1 and Golf 3. Paint white Vehicle Lanes roadways on Taxiway Delta and Echo adjacent to sunshades. Paint white Vehicle Lanes roadways on Taxiway Golf 1 and 3 between Hangar roadway and Taxiway Echo. Paint white Vehicle Lanes roadways on Taxiway Golf 2 on both sides of taxiway between Hangar roadway and Taxiway Echo. Paint zipper lanes when roadway crosses taxiways. Note: Add black borders to enhance markings on light-colored concrete pavement. Paint Vehicle Lanes Stop Bars on Vehicle Lane Roadways to include Hangar Roadway IAW Aeronautical Information Manual (AIM) Fig 2-3-18 (see J-1 Figure 11).
4.5.2.4 Remove VFR Holdlines on Taxiway C intersection with Taxiway Delta and Taxiway Foxtrot. Paint Movement Area Boundary Markings. Note: Add black borders to enhance markings on light-colored concrete pavement. IAW UFC 3-260-04 Para 8-7 (see J-1 Figure 12).
4.5.2.5 Paint Apron Stands Markings IAW J-1 Figure 13, 14 and 15.
4.5.2.6 Use water-borne paint TT-P-1952, Type I, II or II and Glass Beads TT-B-1325, TYPE I, II, or III on all concrete Surfaces Markings. IAW Airfield Marking Handbook Table 3.1.
4.6 The KTR shall survey the Compass Rose pad to determine if the pad is compliant with the requirements of UFC 3-260-04.
4.6.1 Perform survey of the Compass Pad to determine if it’s free of construction rebar and conforms to requirements IAW UFC 3-260-04 CH 6-11 (see J-1 Figure 16).
4.6.2 Calibrate and paint Compass Rose Calibration Pad IAW UFC 3-260-4 Para 8 (see J-1 Figure 16).

4.6.3 Use water-borne paint TT-P-1952, Type I, II or II and Glass Beads TT-B-1325, TYPE I, II or III on all concrete Surfaces Markings IAW Airfield Marking Handbook Table 3.1.
