About this file
This document is a Narrative Proposal Template for the City of Long Beach, California's Request for Proposals (RFP PR-23-297) to solicit a Tennis & Pickleball Center Operator. The template guides proposers through completing a comprehensive narrative addressing organizational capacity and experience, method of approach, and communications and reporting capabilities. Proposers must detail their qualifications, length of service experience, key staffing with titles and resumes, total employees both nationally and in Long Beach, and provide five professional references with project managers and descriptions. The proposal requires submission through Long Beach Buys and mandates that applicants address specific operational requirements including equipment type and quantity, hours of operation, staffing levels, staff supervision and training protocols, and maintenance procedures for both equipment and public spaces.
The method of approach section requires proposers to detail their readiness timeline post-lease execution, provide examples demonstrating relevant expertise, outline program scheduling and participant capacity plans, identify competitive advantages and pricing strategies, specify startup requirements from the City, define target audiences and marketing channels, analyze competitors and industry success factors, and present comprehensive safety plans for all proposed programs and activities. Additionally, proposers must address facility improvements, potential permitting for independent instruction subcontractors, and experience with public works projects reportable to the California Department of Industrial Relations. The communications and reporting section mandates description of performance indicators and tracking mechanisms, employee supervision and instructor evaluation procedures, City coordination and reporting protocols, financial accounting systems, and procedures for subcontractor payment and insurance documentation. Proposers including subcontractors must provide detailed contact information, capacity assessments, qualifications, and staffing plans to ensure adequate coverage across multiple facilities.
