About this file
This is a Narrative Proposal Template issued by the City of Long Beach, California, through its Energy Resources Department, for the procurement of Renewable Natural Gas (RNG) suppliers to provide vehicle fuel to three locations within the city's utility service territory. The template establishes standardized submission requirements for proposers to demonstrate organizational capacity, relevant experience, and technical competency in delivering RNG services. Proposers must identify their business structure, provide detailed contact information for authorized representatives, document their workforce composition with emphasis on Long Beach-based employees, and supply resumes for key project staff. The template requires submission of five professional references detailing similar projects, including company names, project managers, contact information, and project timelines. Proposers using subcontractors must provide equivalent documentation for each subcontractor, including their business type, California Department of Industrial Relations registration status, and specific RFP requirements they will fulfill.
The proposal template mandates detailed technical specifications addressing the core service delivery requirements, including methodology for RNG pricing relative to Renewable Identification Numbers (RIN) and Low Carbon Fuel Standard (LCFS) credits, compliance with California Assembly Bill 32 (Cap and Trade) reporting exemptions, and conformance with California Senate Bill 1383 (SB 1383) definitions for RNG. Proposers must articulate their delivery mechanism through Southern California Gas Company's pipeline system to Long Beach end-users and identify potential operational, technical, and legal risks with corresponding mitigation strategies. Communication and reporting requirements specify that awarded contractors must coordinate daily RNG nominations through Shell Energy North America into the SoCalGas Envoy system, provide monthly statements detailing RNG quantities and pricing per MMBtu by end-user, report RIN and LCFS pricing and revenue for vehicle fuel customers, and supply proof of subcontractor payments. The City will provide monthly natural gas consumption data through its Advanced Metering Infrastructure (AMI) system to support contract administration.
