Compliance is measured against the National Institute of Standards and Technology's (NIST) Federal Information Processing Standard Publication 199, "Standards for Security Categorization of Federal Information and Information Systems."

The document provides blank fields for the certifying officer to enter their name, title, date, and signature. This template is intended for use in federal contract solicitations and awards to ensure that contractors and vendors comply with federal restrictions on telecommunications equipment procurement related to national security considerations.
