About this file

This document is an Original Equipment Manufacturer (OEM) Statement of Compliance template regarding limitations on telecommunications equipment procurement. The form requires an authorized certifying officer from an OEM to certify that their company complies with Section 208 of the Legislative Branch Appropriations Act, 2020 (contained within the Further Consolidated Appropriations Act, 2020, P.L. 116-94). The compliance statement covers two primary areas: the prohibition on acquiring certain telecommunications equipment and the restriction on procuring high-impact or moderate-impact information systems as defined by the National Institute of Standards and Technology's (NIST) Federal Information Processing Standard Publication 199 for security categorization of federal information and information systems.

The template requires three pieces of information to be completed by the certifying officer: the name and title of the certifying officer, the date of certification, and the signature of the certifying officer. This is a standardized form (Version 3, February 2022) used in federal contracting to ensure vendors represent their compliance with specified telecommunications and information security procurement restrictions mandated by federal law.
