About this file
This document is an OEM Statement of Compliance template for telecommunications equipment procurement restrictions.
The form requires Original Equipment Manufacturers to certify their compliance with Section 208 of the Legislative Branch Appropriations Act, 2020 (P.L. 116-94), which prohibits the acquisition of certain telecommunications equipment and high-impact or moderate-impact information systems. The compliance determination is based on security categorization standards defined in the National Institute of Standards and Technology's (NIST) Federal Information Processing Standard Publication 199, "Standards for Security Categorization of Federal Information and Information Systems." The OEM must represent that, to the best of its knowledge and belief, it meets these requirements. The template includes signature lines for the certifying officer to provide their name, title, date, and signature to validate the compliance statement.
